Rear Admiral Brookes must be a big liar or a dummy. He doesn't understand how can China claim no first use while increasing its nuclear arsenal? How about survivability and assuring a counterstrike? The US doesn't need thousand of miles of tunnels because it already has a lot of nukes. No one is going to be upset if the US created thousand of miles of tunnels to hide its nukes because everyone acknowledges the US will have a second strike capability if any country struck the US with nukes first, tunnels or not. But they're worried about China's tunnels because the American psyche expects a zero-sum game in everything even in a nuclear war. They must be the absolute victor and the other side the complete loser in order for them to win. That's why they were afraid of a North Korea when they just had one nuke and no capability to deliver it to the US. It only takes one to ruin their zero-sum game. Americans are afraid of those Chinese tunnels because it increases survivability.

to overhaul military investment and deployment plans, or face the prospect of American “military primacy” being undermined by the Asian power.
The 104-page report by the United States Studies Centre at the University of Sydney assessed US military strategy, spending and alliances in the region.

Lead author Ashley Townshend told This Week in Asiathat the region’s changing balance of power should be of concern to all Asian states – including those seeking to maintain good relations with both superpowers – as it was in their interests to deter Beijing from wielding an “aggressive foreign policy”.

“As its power rises, it may well be emboldened to make a play for parts of the first island chain, including Taiwan, which would seriously constrain the security horizons for all concerned,” said Townshend, referring to the arc of islands that stretches from the Japanese archipelago to the Southeast Asian island of Borneo.

analysts, however, brushed off that assertion – claiming that as it stood, Beijing continued to believe the US was the region’s superior power.

That would be correct as all those US bases and allied militaries also possess offensive capabilities. Just because they didn't mention the SAM, ASM, and land attack missile coverage, not to mention naval and air power projection, emanating from those bases and countries doesn't mean they aren't there.

I think US is calculating that leaving INF will force Chinese and Russians to negotation table but i'm relatively sure both countries are simply going to increase their nuclear weapon stockpiles, manufacture more nuclear capable cuise missiles, and do other moves like that. North-Korea doesn't have robust nuclear forces but what they got is already deterring US from doing regime change.

Leaving INF is probably worst miscalculation US has done in decades as it gives all other nuclear powers (noth just China and Russia) clearence to increase their own arsenals, and I think it's likely that India also deploys nuclear armed cruise missiles near future because of this.

I think the main reason for this report is to increase military spending on the part of USA and perhaps Australia. The media has been used to it's upmost in the Western world particularly in the US to shape public opinion. Expect new deployments and new weapons developments. Well... thats geopolitical madness for ye.

Conspiracies theory are dime a dozen instead why don't you provide point by point rebuttal. US forces are concentrated in few bases that is a fact. Most of those based are not hardened. Those bases are withing striking distance of Chinese missile that is a fact too!

China has stockpiled large number of short and medium range missile that is fact too

don't worry, somebody would still says it is not tested in real battle, unlike American weapons ... so not reliable weapons .. only for a show ;)
