in my opinion Japan is not short on money they should add another 2 of those monsters to their fleet

they are a £1 billion a pop whats £2 billion for Japan

I believe when they announced the 26DMU they also mentioned that they will not disclose further DMUs to the public.
Within the article it suggests that Japan may unite with the UK Tempest project and not LM's project since they fear that the US will not disclose some technology keeping them in a black box which brings back bad memories in the past.
Well, I can see some tech sharing with the Tempest program, but since the Tempest already has Italy and apparently Sweden onboard, Japan outright joining the program is rather unlikely.

Italy is broke and the three nations requirement is not enough to make critical mass for economic production of the plane. Japan has the material technology to up heave the plane to the top tier.

Japan has the money to make it happen and the strategic interest to get at least a 5th generation plus fighter into service. I think most of the European nations are simply posturing for political optics especially Germany. IMO the Tempest program is more likely to make progress than the European FCAS.

Neiter Italy nor Sweden are on Team Tempest.

And any international cooperation failed because Japan demands the leading role and Japanese subsystems in that aircraft, so Team Tempest where UK wants to call all shots can't work out at all.

UK is basically stuck in the "find any partners" phase for two years now. At this point its basically years behind the France-German-Spain FCAS.

Do you have facts to support your assertion because when it comes to opinion every one has one?

In development work, funding is king.

AFAIK, the European FCAS has to date committed $74 million in joint studies (source : AWST June 24, 2-019). In contrast, the UK government has set aside $2.7 billion towards the Tempest program (source : AWST July 25, 2018). The problem is with the Europeans, there is more spin than commitment.
 
I think an estimate of the F-35 total development is $70 (seventy) billion (LOL I set aside its salami slicing into Blocks so that the Pentagon/LockMart can claim decreasing per-copy price), and off top of my head I don't know the F-22 total development cost, but the money I see in this and previous page are laughable

I really can't imagine how much MoD of Japan had invested F-3 related projects.(shinshin, FX-9 engine development, Skin radar technology, Supersonic bomb bay development, etc, etc)
Japan also have invested vast amount in direct energy weapon technology, AESA radar technology, GaN chip development, hypersonic missile technology, Silicon/Carbon composite material technology, stealth technology, etc.,etc.
Basically Japan has most of the technology only other nation will dream about.
