If you look at how the events are developing now, you will see that things are not working in the way you are imagining. The US is holding monopolies of many technologies. However, many American companies are voicing their displeasure for punishing the Chinese companies and the tariffs because of the Chinese manufacturing abilities, not their technologies. And this is happening across a wide spectrum of tech levels, from super computers to apparels. Even with such sizable monopolies, the US is now under tremendous pressure and influence from the Chinese.

As you can see, holding a technological monopoly is not making things easier for the American companies. And it is not making it easier for the US government to achieve their goals either.

I am in no way advocating that China should depend on foreign techs for everything. China should develop their own technologies as hard as they can and a healthy competition between American and Chinese companies will advance the technologies in every field. However, the mentality of becoming independent of foreign techs is very dangerous. It IS isolationism in every sense of the word.

Even when the Chinese do eventually achieve their complete technological independence, what will prevent them from experiencing the same difficulties and “unfair” influences that the American companies are experiencing now against China? This is not the way to go.

All empires rise and fall. When a civilization gets to the top spot, it gets complacent and starts to decline. It is an inevitable cycle of history.

Maybe in 100-200 years, China will be experiencing the same decline, just as it has so many times before in its history, but that's not for us to worry about.

For now, it's sufficient that China has an imperative to pursue technological self-sufficiency.

During a negotiation, each side will hold certain advantages. You cannot expect to eliminate all of them.

What if you are negotiating with another nation with a huge market? They will use their market as a strength in the negotiation. How will you eliminate that? Increase your population to become an even bigger market? You don’t expect to eliminate every strength of your opponent in a negotiation. You counter with your own strength.

That's exactly what the pursuit of self-reliance is, a counter to the Americans wielding their monopoly as leverage.

You see, Trump is not a rational negotiator when it comes to the American nation. He doesn't care how much damage he will inflict on the American economy, so you cannot trade economic concessions with him. Trump is only interested in making himself look good, and the American public is his enabler.

Again, please keep in mind that this whole discussion is about whether it’s possible and/or how to be free of foreign influences. My view is that, at this day and age, even if you own 100% of your own tech, you cannot be free of foreign influences. In this globalized world, some aspect of doing business will involve foreign elements, thus subject to foreign influences. Either technology development, manufacturing, sales, etc. will involve foreign influences. So why fight it? Embrace it and use it to your advantage! Use the influence to form alliances with partners with common interests.
No, it's not. The discussion is on how China can replace US technology, not be free of all foreign influences. If you trade, you cannot be free of them but how much can they influence you? That is the key and leads into the following:

First of all, we cannot eliminate ALL advantages, but we must do our best to cut off as many adversary advantages as we can and cultivate as many advantages as possible. Also, what is an advantage? If your rival controls all of your key technology and can bring down your economy at only a monetary cost to his, that is an advantage. Another kind of advantage is that this rival country produces the most delicious candy, steak, and beer in the world and without their imports, your citizens will miss out on these joys of life. Or this country buys 35% of all your leather shoe exports and without their patronage, your she-cobblers would feel such a pinch. The former is a huge advantage that you must seek to supplant while the latter ones are something you can definitely live with and shouldn't waste your efforts challenging. The key is to place all your strengths at powerful choking points and leave all the annoyance-level "strengths" to your opponent. One should never be complacent leaving any choke-point strengths for your opponent to negotiate against you with.

US President Donald Trump said on Wednesday he was prepared to impose additional tariffs on China if talks this week do not end in progress, but suggested additional duties could start at a lower amount of 10 per cent.

Trump has already imposed 25 per cent tariffs on US$250 billion worth of Chinese goods and has been preparing to levy duties on the remaining US$325 billion of goods the US imports from the country.

In an interview with Maria Bartiromo on Fox Business News on Wednesday morning, the president said he might begin with a 10 per cent duty, if his meeting with Chinese President Xi Jinping at the G20 summit does not end well.

“Phase 2 doesn’t have to be 25 per cent. It could be 10 per cent, which people can absolutely handle,” Trump said.

He also repeated his assertion that American consumers would not pay higher prices because of the duties – a contention that has been debunked by US retailers and importers who purchase the goods and are forced to absorb the tariff mark-up.

“We’ve had conversations over the last few days. They are negotiating,” Trump said, adding that he is content if the talks result in a truce or if they produce more tariffs.

“My attitude is I’m happy either way,” he said. “My plan B is maybe my plan A. My plan B is that if we don't make a deal, I will tariff – and maybe not at 25 per cent but maybe at 10 per cent.”

What is the end goal for China?

It's not to be free of all foreign influences as you think.

China is already the largest trading nation.
And let's say China grows its own hi-tech companies that want to go global
And it becomes the largest economy by far.

So it makes no sense for China to close itself to foreign influence, as it will derive the most benefit from a liberal trade and investment order with the rest of the world.

But China does need to ensure that it isn't subject to US blackmail, due to a critical reliance on a US tech monopoly.
(The rest of the world just doesn't have that sort of leverage against China, nor reason to use it, so they aren't an issue)

And the Chinese market is definitely big enough to support and grow a leading-edge competitor (whether in China or Europe or Japan) to every such US monopoly.

The real issue here is that the Americans have a quasi-monopoly on certain technologies, and they are now using it for negotiation leverage.

The counter to a monopoly is diversification, but in the absence of any viable suppliers in non-US countries (or countries that are not subject to US political influence), China's only alternative is to be self-reliant.

China needs to have companies in each critical sector. Each company does not need to be the 1st in its sector, it can be 2nd or 3rd. Also, China should learn from Japan and Europe. Japanese companies were stiffed with sanctions in the 1980/90s. The Chinese state needs to provide demand to Chinese producers to counter that in critical sectors and use tariffs if necessary. European companies have often been the target of acquisitions by larger US companies (sometimes hostile) which basically kills European tech champions in the crib. Just look at Skype or Alstom as examples. There are loads more. China needs to enforce serious anti-monopoly and anti-cartel legislation to prevent excessive concentration. We already saw China act to prevent the merger of Qualcomm and NXP. Imagine they had indeed merged. European NXP chips would now be part of US Qualcomm and susceptible to US sanctions.

Dr. Kewei Yang has a quite impressive resume. This is the kind of person suitable not only to lead a mixed signal chip team, but also to lead a Chinese GPU design team if necessary. I remember the Rendition Verite chips (I am assuming those are what he worked on). It was one of the best GPUs of the era, the only fault it had was lack of software support because it used a proprietary API. Later Micron bought Rendition's technology, basically sat on it, and let it rot away.

With regards to the Anlogic FPGA company I hope they are fabbing at least some of the FPGAs in China. This is a product which could make SMIC or some other major foundry business to expand as FPGA take up a lot of capacity. They seem to have the right focus as a large part of the effort in making a good FPGA are the software tools which come with it. So it is good to see that in the press release.

That was what I suspected. Exhibiting a more powerful supercomputer will be seen by Trump as being rude on the part of China just as the way he sees Made-In-China 2025, something which he personally admitted by his own words in front of the news reporters.
