So all of the US's complaints on trade are based off of US businesses complaining directly to the US government but gave no evidence and they emphasized they wanted to remain anonymous...

It's not surprising that they want to be anonymous. The U.S. itself (i.e. Trump) set the precedent that it is legal for a country to attack a specific company (like ZTE and Huawei).

You just got to love what he said; about 3min in, he said Trump just don't understand it (meaning economics). Trump tweeted over the weekend saying "how wonderful that the Chinese are paying billions of dolllors worth in tariffs to the US.
Any economics students would flunk their course if they stated that" lol
All Trump's supporters believe everything he tweets! And the sad thing is, Trump believes his own tweets too!

They want to remain anonymous because they want their cakes and eat it!
These companies are making good money out of the Chinese market, dispise all the "complaints about forced tech transfer, unlevel playing field, etc"
And they definately want to remain in the China market after all these unpleasantry have passed.

but noticed in the previous (?) page a guy had posted on an assumption that "draft" (which by the way could a fabrication or provocation) was current

I don't think it's anything malicious. Just that the story is back and you have a lot of newcomers just searching and not looking at the date.

Anonymous is also code for they made it up. As Mike Pompeo admitted when working for the CIA that the US lies, cheats, and steals. It goes to show how they're hypocrites... again, where the government isn't suppose to help private businesses as to where they accuse China and yet the US government gets to look out for US companies all the time.

There's another consideration: that Bloomberg may not be entirely honest. Remember the "China spy chip" story, which proved to be fake news.

I'm not sure how your consideration is relevant to recent developments, however. If anything, you should question the recent Reuters report that quoted administration officials' claims that China reneged on pledges to change its laws relating to trade and portrayed this as the source of the breakdown. Even then, it's more about questioning whether their sources were intentionally attempting to mislead the media and manipulate the market/domestic audience, which is par for the course.

Liu told reporters upon his arrival that he came to Washington with sincerity, saying that under the current special circumstances he hopes to engage in rational and candid exchanges with the U.S. side.

rational and candid? with this administration? ha! considering liu he was apparently asking xi to allow more concessions to the u.s., and thankfully xi shut him down hard, i have to ponder if xi is just using him as a fall guy so that when the talks collapse, xi can scapegoat him. people ready to sign new unequal treaties are plenty deserving of being scapegoated
