2. No, you appoint a commander for a shipyard fitting-out period. In most cases he stays at the post after the ship is comissioned but not always.

It is listed as “active”. It was also right there during the review, doing the formal procedures as all other PLAN ships, in case you missed it.

Exactly and they don't normally publish the Bio's of ship captain unless it is commissioned.Here it is

If ships are not ready to be in the PLA Navy, they shouldn't be joining in the parade. If you can make them join the parade in a non ready or non commissioned state, then why didn't you bring in the CV17 in the first place?

SCMP spewing crap as usual. If the ship has been assigned a pennant number and name, and those are painted on, it is a sign it is operational.

I was using CV17 as an example. It does not have a name, it does not have a pennant, its not operational and it does not join the parade even if this is just a parade and has no need for operational combat capability. All you need is for the ship to sail past inspection and visibly impress the visitors. CV17 can certainly sail.

But CV17 didn't go to the parade and 101 did. The difference? CV17 isn't operationally combat ready, 101 is. Having said that, was there an official commissioning ceremony for 101?

I think it is a case where the parade IS the celebration. The commissioning was done beforehand, but with minimal fanfare, the parade would happen immediately afterwards anyways.

When you hear them ‘hail’ the lead ship of the parade, that means they’re part of PLAN, since a non-PLAN ship cannot do that.

I assume the first picture shows JN's 055 number 2 that has been in fitting out for a while now given how completed it looks.

The photo in the bottom shows DL's two 052Ds that look like they're ready to be launched soon.
