Sadly, we can't know what do they mean even when they use the seemingly clear term like standard displacement. Because standard displacement had once meant one thing and sometimes it is used to denominate another. It can be either displacement of ship with everything (crew, ammo, etc) but WITHOUT fuel or water. But it can also sometimes be used to replace the term "normal displacement", which is two-thirds of fuel/supplies/ammo etc. OR it can sometimes be used as "loaded displacement", which is ship with full nominal loads of everything, including fuel and water.

So... we can't really be 100% sure. Max displacement or empty displacement figures could be helpful, if they're ever published.

Well whatever "standard" displacement means, it should be enough for us to know that whatever 055's "full displacement" is, it has to be over "above 11,000 tons".

As confusing as the Chinese language can be at times, there is no doubt that what the voucher means by "standard" loadout here would be the same description that will fit the Sejong the Great class, (ie: No overloading). The wording in both chinese and english is plain enough.
I think the main reason why so many people were confused over the exact displacement of the 055 is how the Chinese media describe it, the term "10,000 tons displacement" in Chinese does not necessarily mean that the ship will weight exactly 10,000 tons once completed, but rather it is a blanket term to describe that the ship's displacement would be in the 10,000 ton and above category. The 055 could have weight 20,000 tons at its completion and still that description would be accurate.

Anyway, IF standard is indeed the proto-meaning of standard, so without fuel or water, then the full displacement might be around 13000 to 135000 tons.

Could someone find what they say is the standard displacement for the 052s? Given we know their full displacement, we can use it to deduce how much the 055s are.

Just like the PRC's manufacturering and infrastruuture prowess their shipbuilding is already the largest in tonnage for the last decade. Once the PLAN build the first two and approves of a design like the Type 052D they will be churning out hulls like an assembly line !
