Move it on a ponton/drydock, lower it into the water, and let it swim. The same as on all other places in the world where ships are build.

you can see a 40.000-tons-ship on land and the dock to lower it into the water. One wall of the dock is removed to put the ship on it.

The place where it is being build is nothing like the place that you show in the link. There is no clear path to the water, IMO. Check the photos.

It remains to be seen just where the carrier will be assembled. if its current construction spot is the place of final assembly and later on the launch of the whole ship, then yeah, two more years will need to pass. And a basin could be constructed in time. If, however, the final assembly and launch will be performed elsewhere, and current construction spot is just for module construction, then this current big module may be ready for movement within months. And basin would most likely not be constructed in that timeframe. Begging for some other means of moving the module to the river bank.
