Reading the article it seems they want to move production from Chengdu (which also produces military aircraft) to Shanghai (which mostly produces civilian airliners). It is likely an attempt to minimize any possibly future impacts with regards to sanctions or to optimize production by reducing the logistics line. Possibly both.

It is only about setting up a "joint design center in Shanghai", not "moving production".
I doubt it has anything to do with possible sanctions (from US). COMAC is 100% state owned, AVIC is one of the share holders and the only production and design entity in COMAC. If US want to put some pressure, it does not need AVIC as an excuse. COMAC is like the Changcheng group (CGWIC) (rocket launching market), everybody knows they are military in civilian clothes.
Logistic line is not an consideration right now as production remains in Chengdu, as wall as Xian.

Comac has achieved power-on for its third C919 flight test prototype, as it continues to work towards achieving a first flight for the aircraft by the end of the year.

Aircraft 102 was transferred from the Shandong test site to Jiangxi late last month. Comac says aircraft 101 and 102 are undergoing flight tests at Xian, Shandong and Jiangxi.

The Chinese manufacturer is using six flight test aircraft for the narrowbody programme, and also has two ground test jets that are undergoing static and fatigue tests.

It has secured 815 commitments for the CFM International Leap-1C-powered aircraft, with a target to achieve certification and enter into service in the 2020-2021 period.

Civil Aviation Resource Network December 14, 2018 News: At 21:37 on December 14, a domestic commercial aircraft ARJ21 with registration number B-602C flew from Chengdu Nantong to Chengdu Shuangliu International Airport and joined the Chengdu Airlines fleet. So far, the Chengdu aviation fleet has reached 42 aircraft (including 9 ARJ21 aircraft and 33 A320 series aircraft). Chengdu Airlines general manager Cha Guangyi, deputy general manager Zhang Fang and other company leaders and related senior management and department responsible comrades arrived at the airport apron to meet the pick-up team.

It is reported that this ARJ21 aircraft is a full economy class layout with a total of 90 seats. This aircraft will be quickly put into operation and provide transportation support for Chengdu Airlines' 2018 to 2019 winter and spring season route network layout.

AVIC has completed the first centre wing box for the MA700 turboprop airliner, which will form part of the static test aircraft designated 10001.

The event marks the commencement of large-sized component assembly for the programme, says the company.

AVIC is targeting to roll-out the first MA700 in mid-2019, with the aircraft set to take its first flight towards the end of the year. The target remains to achieve Chinese certification by 2021, before entering service in 2022. AVIC has said that it also intends to attain western certification for the programme.

The Pratt & Whitney Canada PW150C-powered aircraft will have a capacity for up to 86 passengers. The aircraft will use fly-by-wire technology, have a maximum take-off weight of 26.5t and a range of up to 2,700km.
