India made $15 bn defence purchase from US, no pressure to buy F-16: Envoy

The United States is not going to put pressure on India to buy F-16 fighter jets or any other defence system, a senior US diplomat has said in Mumbai.

United States Consul General in Mumbai Edgard Kagan said India has purchased more than $15 billion worth of American defence materials and the US is "very proud" of the expanding defence ties between the two countries.

Asked if there was a threat of the US imposing trade sanctions on India after its multi-billion deal with Russia for the S-400 air-defence system, he did not give a direct answer.

"The idea that the US is going to pressure India to buy the F-16 or any other system is not true. We believe that American military systems bring tremendous capability to India or any other country which buys that.

"But we recognise that India makes its decisions on its own grounds," he told PTI in an interview in Mumbai.

Kagan said it was important to recognise that decisions have consequences and India was very well aware where the US stands on a variety of issues.There are also matters that both countries can work closely to resolve, he said.

India recently concluded a $5 billion deal to buy the S-400 air defence missile system from Russia which could attract US sanctions under the Countering America's Adversaries Through Sanctions Act (CAATSA) instituted by the US Congress on arms purchases from Moscow.

American lawmakers, however, have allowed the possibility of a presidential waiver.

Kagan said the US is "very proud" of the expanding defence partnership with India.

"The fact is that India has purchased over $15 billion worth of American defence materials and there hasn't been one hint of a scandal.

"There hasn't been one suggestion of any impropriety and that's very significant. The American defence procurement are transparent... All details are published on the US site," he said.

This gives certainty to the people buying American products, the US consul general said.

"When you compare the track record of the C-17 purchases for instance, or C-130 purchases, which were all done on budget, on time and in a very transparent way without a single hint of impropriety with many other defence procurement, the difference is quite striking," he said.

The C-17 and the C-130 are US-made cargo aircraft.

Indian Navy's P8-i Reconnaissance Aircraft Makes First Landing In Car Nicobar

The Indian Navy's Boeing P-8i Long Range Maritime Reconnaissance Anti Submarine Warfare aircraft made its maiden landing at Car Nicobar, giving the force tactical advantage, the Navy said on Friday.

This assumes significance as it comes amid the increasing movement of Chinese submarines in the Indian Ocean Region.

"#IndianNavy P-8i makes a maiden landing at Car Nicobar, A&N Islands airport thereby increasing our reach & flexibility of Operations deep in our Area of Responsibility in Indian Ocean Region (IOR) @DEFENCEMININDIA @PMOIndia @SpokespersonMoD @IAF_MCC @adgpi @IndiaCoastGuard," the Indian Navy tweeted.

The aircraft need not have to come to the mainland in case the Andaman airport is not operational and can land at Car Nicobar instead, which will give it an edge in conducing its operations

The Andaman and Nicobar archipelago lies at a strategic location, just ahead of the mouth of the crucial Malacca Straits, one of the most important Sea Lanes of Communications (SLOCs).

INDIA/ ISRAEL:- Israel’s IAI To Supply Air Defense Systems To India In $1.3 Billion Deals...

Israel Aerospace Industries (IAI) announced two deals in a week with India to supply anti-aircraft air defense for the army and supply missile defense for the Indian navy. Together the deals are worth $1.3 billion and are part of the increasing cooperation Israel’s defense industry has with India.

On October 29, IAI announced a $550 million “mega-deal” to provide its Sky Capture command and control system for anti-aircraft defense for an army in Asia. The technology uses sensors and detection radars made by IAI and ELTA systems. The system is designed to provide short-range aerial defense for army units, such as bases and headquarters, and can be used with 40mm guns or eventually with MANPADs, or missiles, or other technologies.

The second deal worth $770 million was signed on October 24 and foresees Israel developing LRSAM missile defense for seven ships in the navy. The contract is with India’s Bharat Electronics Limited, a local Indian contractor. Boaz Levy, IAI’s Executive Vice-President and General Manager of Systems, Missiles and Space Group, said the contracts illustrates how IAI has one of the best capabilities in the world and that the current deal is part of increasing cooperation in India. “We are speaking the same language now,” he said, describing close work with local contractors on the programs. As Israel becomes one of the largest arms suppliers to India, it increasingly plays a key role in upgrading various systems for India’s armed forces, combining the high tech that Israel has with local contractors and know how.

Last year, IAI signed a $1.6 billion deal to supply LRSAM air and missile defense for aircraft, and another deal for LRSAM for missile defense for the navy. It is part of India’s various global defense purchases that have added up to $100 billion in a decade and were estimated at $15.15 billion this year, according to a Defense News report in February.

The contract on supplying Russia’s S-400 missile systems to India has been signed in rubles, Russian Deputy Prime Minister Yuri Borisov said on Wednesday.

"The contract has been signed in rubles," Borisov said.

Earlier reports said Russia would switch to settlements in national currencies instead of the dollar with its partners in military and technical cooperation.

The contract for the delivery of S-400 Triumf anti-aircraft system to India was signed during Russian President Vladimir Putin’s visit to India earlier this month. Earlier, Kremlin Aide Yuri Ushakov said that as a result of the deal India would obtain "an advanced air defense system boasting parameters superior to those of other countries’ similar systems."

Under the contract New Delhi will get five regimental sets of S-400s for $5 billion. The first supplies will be carried out within two years.

Russia’s S-400 Triumph (NATO reporting name: SA-21 Growler) is the latest long-range anti-aircraft missile system that went into service in 2007. It is designed to destroy aircraft, cruise and ballistic missiles, and can also be used against ground installations. The S-400 can engage targets at a distance of up to 600 km, hit targets at a distance of 400 km and at an altitude of up to 30 km.

If the United States does not enforce CAATSA on India for purchasing S-400s, it would mean that American threats are worthless, and/or preferential toward certain states and strict toward others. In other words, the usual double standards behavior as always.
