I just feel strange as the report doesn't clarify how the sanction will be imposed? The US doesn't sell China anything relate to military since 1989. Clearly it is just a warning signal to those, like India and Turkey, who plan to buy Russian military stuff.

I took a brief look, and:

In this case, the sanctions that are being imposed upon EDD – and I would certainly turn to – I believe it’s Senior Official Number Three to correct or fill in anything that I get wrong here – but we are imposing sanctions on EDD – that is to say, the Chinese entity, Chinese company – a number of these things, although not all of them and there are indeed some carve-outs and waivers. We are denying U.S. export licenses to EDD. We are denying – or, in fact, we are imposing a prohibition upon foreign exchange transactions under U.S. jurisdiction; also imposing a prohibition on transactions with the U.S. financial system. We are blocking all property or interests in property within the U.S. – within U.S. jurisdiction. And we are imposing sanctions on an EDD principal executive officer. That’s the fellow, Mr. Li Shangfu, who we mentioned before. And these sanctions include a prohibition on foreign exchange transactions under U.S. jurisdiction, a prohibition on transactions with the U.S. financial system, and blocking of all property or interests Mr. Li’s – in property within the U.S. jurisdiction, as well as a visa ban.

OFAC has also placed both EDD and Mr. Li on its SDN list, and as a result of that in itself, all property and interests in property within the U.S. jurisdiction are being blocked and U.S. persons are from here forth generally going to be prohibited from transacting with them.

Frankly why would any Chinese want to go to Sweden? Unless they're there for business, why would they go? Where I live there was a rash of muggings over the years against elderly Asians of thieves stealing their jewelry. The first thing that pops up in my mind is "Don't wear your jewelry outside especially for a walk in the neighborhood". In the US it use to be being able to travel was a sign of affluence. Now it's not because anyone can do it. But you still see the resentment of people for those that can travel especially if they're not Western. I remember the now has-been actress Dana Delany, an activist Democratic, in a TV interview mentioning that when she was on vacation on a tropical island in the western Pacific Ocean, she was scuba diving admiring the underwater scenery and she got upset when these Japanese tourists showed up... How dare they disrupt her time alone underwater like they were equal to her in doing the same thing to then ruin her vacation.

Chinese tourism is big business. Over 100 million Chinese travel abroad every year. Mainland Chinese tourists spend more while overseas than any other group. Beijing looks at how the counterparts in other governments treats them as an example of their sincerity. The citizens of that country are a whole different animal. That's more of a gauge of that country's character. That's how they really feel expressed in that TV show for audiences to accept it. They're hiding behind that Chinese bookseller that's a Swedish resident who's jailed in China...? There's a difference between hating the government and hating the people. All those racist stereotypes pointed out on the video have nothing to do with the government. That's hating the people. They're using the behavior of the government only as an excuse to act on their natural feelings. All the countries that have this positive reputation and are given stature of being role-models for the world... naw... that's a lie!
