I don't understand why Russia is still investing in liquid fueled ICBM's such as the Samrat missile. Aren't these missiles vulnerable in their silos and don't they take a long time to prepare? IMO, Russia should invest this money in their Bulava missiles, which still aren't completely reliable.

I understand they use storable fuel so are as ready to fire as solid fuel ones. The North Korean recent missiles are said to use Ukrainian RD-250 engines and use the same fuels.

The Ilyushin II-22PP War-Electronic Unveiled

Russia showed for the first time its new aircraft for special war-electronic missions, Ilyushin Il-22PP "Porubshchik". The "escort jammer" made its public debut on the 105th anniversary of the Russian Air Force in Kubinka on 12 August.

The Ilyushin Il-22PP "Porubshchik:
The Il-22P is an interconnection platform for electronic signals (SIGINT) and neutralization of radars, data links and opposing communications, which was built around an Il-22 "Coot-B" cell ''. Originally the Il-22 is an airborne command and radio relay platform based on an Ilyushin Il-18D cell.
The Il-22PP features four large fairings located symmetrically on both sides of the fuselage. These contain antennas of the L-415 electronic countermeasure system (ECM) produced by the KNIRTI Institute based in Kaluga. Another antenna is mounted on the tail, while another antenna is located under the fuselage. A pod under the fuselage contains 16 26-millimeter "Flares" UV-26M launchers for self-defense. Two other 50 mm launchers are integrated under the fuselage. The aircraft has a livery similar to the former civil airline Aeroflot, with the inscription "Russia Air Force" and the red-star marking
