Is there any truth to the report below? Was the 052D in the Baltic Sea a replacement? It was reported on 9th July by East Pendulum but I have not seen any from other news media. Fake news?

East Pendulum is referring to an anonymous China military source. CHANGSHA, according to East Pendulum, suffered propulsion failure and is drifting since at least June 26, with replenishment ship LUOMAHU (Qiandaohu-class or Type 903, displacement 23.400) nearby. Henri K is not god. He is good when he just reporting it based on reliable sources. But he often make mistake too when he start speculating

The only thing that is still certain today is that the 174 Hefei destroyer of the same class actually replaced it, to participate in the Sino-Russian naval exercise "Joint Sea 2017".

But for some unknown reason the ship would never have left the South China Sea and would have turned back towards the Fiery Cross reef to return to the Zhejiang naval base, Vessel is affected, by sailing at a speed of "22 knots".

This speed of the ship thus seems to rule out any serious damage to the propulsion system as claimed by another Chinese source, quoted in our article of 8 July.

He didn't change the story - this scenario was made up after someone noticed it making 22kn on some marine traffic site. And the whole story of 'disciplinary return' was made up from this single 'observation'. With many doubts about that story by Henri K himself.

This is the way I understand the first article by Henri K:
- 173 Changsha left China with the flotilla going to the baltic
- on the way 173 Changsha was replaced with 174 Hefei (that was in the indian ocean at the time)
- there are rumours that the reason for this is that 173 Changsha had propulsion problems (and still was somewhere in the indian ocean)

In he second article he added the following:
- there are taiwanese rumours that 173 Changsha was turning back to China at high speed 22kn and that the reason might be that one of the high ranking officers on board is charged with corruption/some other crime
- he noted that there have been recent news articles in China mentioning the highest ranked officers of the flotilla. This would be unusual if these officers had been charged with a serious crime. But the captain of 173 Changsha might be the one charged and in that case turning back the ship might be the choice taken.

In general he seemed quite sceptic about the rumours of 173 Changsha turning back to China, but I guess he had to report them because he reported the rumours about the propulsion problems.

22 kn was somehow considered to be a low speed ... it was then a completely confusing story

(the story may still be confusing though, of course)
Actually, 22 knots is a fairly brisk cruising speed. Most naval ships typically have a cruise speed around 18-20 knots.
