I think it's very possible that many of them are playing realistic war-games since these games are popular.
I think these games can be beneficial, if it is in moderation like anything else. Banning them is not realistic.

I'm more worried they are allowed phones in such sensitive places.
Normally you would expect total prohibition of all personnel electronic devices in such places, as all it would take is for one compromised phone or USB drive to introduce a state-created virus into your secured network.

Well In the US the Pentagon had contractor's remove USB ports from its systems to prevent direct by USB Thumb drives and Plug in interface, and the WIFI used is not the commercial type you have to have a special WIFI access. Even Phablets issues and used based off commercial models have been modified to remove access to commercial wireless cellular networks and operate on secured tactical nets.
I am guessing that the PLA would enact similar measures. IE your personal device is fine and they may allow it to be charged from an outlet but not plugged into the ICBM.

Why is this even a problem. NO mobile phone period. Anyone found with mobile phone 4 weeks solitary confinement and if found again it is the firing squad that's see how fast this problem disappear.
At least not while they are on duty and supposed to be doing something else.

Rocket forces in Silos have a lot of free time on there hands, Unless the Rocket is under maintenance or drill, Minute men tend to be bored to tears with not a lot to entertain themselves with. Some games help with mental acuity.

USB ports are disabled at my workplace. I had to bring it up all the way to the top to get approval for that limitation to be removed!

While it's only a proof-of-concept vehicle, it's still pretty impressive. As a technology demonstrator, it has a light weight (about 5.5 tons without armor or installed weapons) that allows it to be particularly speedy. But even with additional armor to protect against small arms fire and an autocannon, it could potentially travel at amphibious speeds up to 18 miles per hour, which is faster than the amphibious speeds of the 6 miles per hour Terrex 2 and BAE SuperAV, the contenders for the United States Marine Corps' Amphibious Combat Vehicle AFV.
If a wheeled Chinese amphibious AFV enters service, it'll deploy from Chinese hovercraft like the Type 726, as well as the Type 071 landing platform dock assault ships, speeding through water and onto beaches.
