As a foreigner investor, whether to involve India in Gwadar development guess PRC has to respect the willing of local government. Should India be truly interested in the project, he should express his intention to Pakistan directly. Besides, India already has good sea ports in its west coast; there should be no reason to get involved in the Gwadar development. That's my two-cents.
India is interested in developing the port of Chabahar in Iran as a competitor to Gwadar. However the funds necessary have not been forthcoming due to Indian bureaucratic trouble and it seems China is the largest foreign investor. Ambassador Bhadrakumar wrote about it on his blog a few months ago. See

I dont believe Pakistani have a final say :) ... they can request it .. but the final say would have come from China who have the $$, expertise and political power.

But they look quite old, perhaps to reduce cost by buying old Hitachis
CPEC projects are not solely financed by Chinese government grant. Some are through commercial lending. Also even if a specific project is financed purely by Chinese government grant, it may be awarded to a Pakistani engineering company who happens to have many old machines from over non-Chinese vendors decades ago. In all these cases above, Pakistan do have a final say what machine to use, after all nobody can ask anybody to dump the working old Hitachi and buy brand new Sany, that is waste of money which could be Chinese money.

Besides, a search through this forum shows lots of flashy machines from Sany, XCMG and LIUGONG in CPEC projects.

Project of this magnitude ALL available machines are needed.

What makes Gwadar so different from the other ports is the communication networking through this port to the land-locked Central Asia and the western part of China. And of course, whether the project will succeed or not depends on financial viability of the port. But the already invested infra structure projects in the region are sure to increase economic utility of the people there.

The Port will probably succeed as Chinese ships as well as other nations' right thinking maritime businesses & ship owners will find convenient access from Gwadar to land routes to Central Asia & Western China. Careful analytical calculations needed for business success & profitability.

The purpose of supporting the development Chabahar by India is to allow India communication with Afghanistan and Central Asia without going through Pakistan. China will happily use both ports. It will increase cooperation between China and Iran.

The proposal of Chabahar was purely Indian idea just to jeopardize CPEC however, since Iran is already shows his intentions to join CPEC (same like Russia & ECO countries) hence Chabahar is no more on radar (dead proposal now).
