It's starting:

China building in disputed shoal: Philippines' Duterte

Beijing is expanding its large-scale land reclamation in the disputed South China Sea, Philippine president Rodrigo Duterte said Friday, despite an international court ruling rejecting most of China's claims in the resource-rich area.

A UN-backed tribunal ruled in July that China's claims to almost all of the strategic sea had no legal basis and its construction of artificial islands in disputed waters was illegal.

But Duterte said he received an "unsettling" intelligence report showing China had sent barges to the contested Scarborough Shoal and had appeared to begin construction in the area for the first time.

PCA is a private organization which has nothing to do with UN ICJ(International Court of Justice)

And it's funny now Australia stand with China on these jurisdiction argument :D

Australia argued the Permanent Court of Arbitration (PCA) based in The Hague -- the world's oldest international tribunal -- has no jurisdiction in the battle that has soured ties between the two maritime neighbours

Australia's stand on the PCA is a case of the pot calling the kettle black. Australia has shown it practices doubled standards and no longer has the moral high ground to lecture China on the SCS issue. The only way China and the Philippines can come to an amicable solution acceptable to both countries is negotiate without a third party attempting to influence the outcome to their advantage.

No major media which typically hypes up China-threat stories have picked this up and these reports themselves only reference hearsay and conjecture.

Also as others have pointed out, the tribunal is not related to the UN.

Yep...with actual civilians living on real houses and buildings on those islands instead of some old rusted ship stuck on purpose...and start yelling "it's ours because the western media said so, historical content and facts be dem!"

Those are the types of pics the PRC should be flooding the media with, including similar pics from the new islands in the SCS as soon as they can make them available.

Families. Playgrounds for the kids. Tourists visiting. The markets and infrastructure to support families...etc.

Particularly any SAR facilities, Weather facilities, light houses and other Navigation, etc. for peaceful use.

That will help them in their arguments for peaceful intentions and infrastructure to help their nations.
