I have been thinking on this, and I think the only solution to try and stop these kinds of attacks is to require all vehicles above a certain weight/power (experts can work that out) to have remote control hard kill governor units installed, which would disable the engine if the vehicle enters electronicly set controlled zones, and destroys the engine if tempered with/ commanded by a police device.
Special safe zones could be set up around large public events and gatherings, so no heavy vehicles could be able to close to within several blocks of the event.
The police would be set up a monitoring zones, which would be a zone several blocks from the main event where heavy vehicles should not be able to enter.
The police manning these zones should be issued with ARM or even HMGs with enough stopping power to kill the engines of even the biggest road licenced civilian trucks.
They will warn any heavy vehicles on the controlled zone to immediately stop. Failure to do so would see them take out the engine first and ask questions later.

If I remember right, DJI drones have a similar function in their electronic control systems -- they will refuse to fly in areas that are noted as "restricted airspace" e.g. Washington DC.
It is technically feasible for such restrictions to be programmed into a vehicle's computer. The hard part will be to keep these restrictions updated, and to deal with the older trucks/cars that don't
have similar computer-controlled control systems.
As an aside, these computers will also have to be hardened against hacking.
