Russia has expressed willingness to transfer technology of 332 components of the Sukhoi Su-30MKI fighter aircraft under the ‘Make-in-India’ program.

These components, also called line replacement units (LRUs) refer to both critical and non-critical components and fall into four major heads such as Radio and Radar; Electrical & Electronics System; Mechanical System and Instrument System.

India’s Hindustan Aeronautics Limited (HAL) which manufactures the aircraft under licence from its Russian arms exporter, Rosoboronexport, has opened talks with the latter and the Sukhoi aircraft manufacturer, Irkut Corp., to enable Indian industries to manufacture the LRUs through transfer of technology (TOT) from the relevant Russian manufacturers of the components, the Times of India reported on Friday.

Russia and India have commenced discussion since last August on further TOT for the Sukhoi Su-30MKI under the ‘Make-in-India’ program to enable greater participation from the Indian private industry in defence manufacture, the report added. India will receive the full complement of 272 Su-30MKI aircraft by the end of next month. While the number of aircraft with the Indian air force increases, so also does the need for maintenance, repair and overhaul. With a planned service life of 30 years, the requirement for LRUs will only increase.

Vitaly Borodich, senior vice-president (military aviation), IRKUT Corp had told defenseworld.net during an interview earlier this year, “Of the 272 aircraft contracted by India, 222 aircraft will have been co-produced in India with HAL as our main partner.”

Borodich had said that India (HAL) has mastered licence production to the extent that certain critical raw material is sourced locally.

In addition, hi-tech products of Indian origin such as on-board computers are not only installed on Su-30MKIs, but also supplied as integral parts of Su-30 family of aircraft to Air Forces of Russia, Algeria and Malaysia.

While India assembles the Su-30MKI aircraft with some major components manufactured in India and the rest sourced from Russia due to absence of economies of scale and a network of local suppliers, the new initiative should help a greater assimilation of various technologies that go into the aircraft’s manufacture.

HAL has set up the only overhaul facility for Su-30 outside of Russia with help from Russia. As more IAF aircraft clock the required number of flying fours to commence the overhaul process, greater is the need for LRUs and this is where the ‘Make-in-India’ initiative for the SU-30MKI aircraft comes into play.

India has recently signed an agreement with Malaysia to set up a Sukhoi Su-30 forum to share information about the aircraft which is operated by both countries. Parts made under the ‘Make-in-India’ program could find an export outlet to Malaysia.

India is sending its frontline Su 30 MKI air superiority fighters as well as the Jaguar deep penetration attack aircraft for the most complex air exercise with US forces in Alaska next year.

The prestigious 'Red Flag' exercise will also see NATO forces taking part in war games that will have a focus on special operations.

Sources have told ET that the Indian air force will be sending a 12 aircraft team to the US in April that would include four each of the Su 30 and Jaguar fighters, besides two C 17 tactical lift aircraft and IL 78 midair refulers each. "The final plan is in place and 176 personnel from the Indian side will take part. A special focus will be on carrying out air operations in an environment where troops are also functioning closely on the ground," an official involved in the exercise told ET.

The Red Flag would be the most complex aerial war game between the two nations and would include Aerial Early Warning aircraft from NATO forces as well as a small delegation from Denmark. India has once again refrained from taking its Aerial early warning aircraft for the overseas exercise.

The US side is expected to take part with its cutting edge fighters, including the F 22 Raptor. Red Flag is a showcase aerial exercise that features the best pilots and aircraft from around the world. India was to take part in a 2013 edition of the war game which was abruptly called off after a series of budget cuts by Washington to the US military training program.

The last time the Indian Air Force took part in an exercise of this scale was at the Nellis Red Flag in 2008 where the Su 30 MKI fighters featured, crossing swords with advanced western fighters for the first time. Sending aircraft for such an exercise has to be carefully planned, particularly due to the high expenses involved.

By some estimates, the budget for the exercise could well exceed Rs 100 crore.

Among the Operational units, INS Sindhudhwaj (Cdr Nandkumar Das, Commanding Officer) emerged winner for ingenious repairs of submarine exhaust system under most challenging conditions whilst on patrol, ensuring uninterrupted dived operation during a critical Search and Rescue Mission.

The runner up in this category was INS Sarvekshak (Capt Rajesh Bargoti, CO) for innovative solution for tidal measurements during hydrological surveys by use of land based terrain mapping equipment and floating buoys mounted with prisms.

Among the shore establishments, INS Tunir (Commodore PK Singh, CO) was declared the winner for in-house modification to legacy surface to surface missiles (originally designed for sub-sonic flight) to fly at supersonic speed.

The runner up in this category was Naval Dockyard, Mumbai (Rear Admiral SP Lal, Admiral Superintendent), for the first ever erection of a boiler onboard a commissioned warship resulting in savings of approx Rs 267 crore.
