Agree with much of what you say above Brumby, although a second or third rate power would likely not have real-time Military GPS access for these systems nor detailed TERCOM data that countries like the US, Russia and China do, which is a large part of what make these weapons so precise and effective over long range.

In my mind, the threat and the risk is against fixed location civilian targets in low intensity conflicts as a form of terror weapon.

The point is that it opens up a whole new ball game for nations with very tight military budget. This is demonstration of asymmetric warfare using low end vessels.

Regarding, detailed TERCOM data, Russian can also package them with the Buyan corvette sale, with ( annual to hourly ) subscription access, just like Microsoft Office 360.

In fact, this could be the main selling point.
Hardware pricing is very economical,
if one also buy the software ( detailed TERCOM data ).

Generating a significant flow of passive income for Russia.

So a nation like Indonesia who has more than 10,000 islands,
can attack their enemies at will.

Obama’s Syria strategy has been been complicated by Russia stepping into the conflict to defend Assad. While Russian President Vladimir Putin has pitched the offensive, which includes air and missile strikes, as a bid to combat Islamic State, the U.S. and its allies say that the effort so far has targeted mostly other groups, including those backed by the U.S.

About 80 percent of Russian missiles are hitting Assad’s other opponents and not Islamic State, whose militants are also expanding in Libya, French Defense Minister Jean-Yves Le Drian said on Europe 1 radio on Friday.

Obama cast Russia’s decision to launch airstrikes in Syria as a desperate move prompted by the weakness of Assad in an interview with "60 Minutes."

"Syria was Russia’s only ally in the region. And today, rather than being able to count on their support and maintain the base they had in Syria, which they’ve had for a long time, Mr. Putin now is devoting his own troops, his own military, just to barely hold together by a thread his sole ally," Obama said in an excerpt of his interview released Friday by CBS News.

As expected, Obama makes some statement criticising Russia's actions and that appears to be the end of the story. What is noticeably absent is any policy response towards Russian actions that is effectively degrading groups supported by the U.S. administration. If you are collaborating with the US, that is not a very reassuring commitment. I don't see the US stepping up in its actions and viewing it as a proxy fight. For example, what about a tit for tat threatening to hit Assad's forces as a way to contain Russia's actions? It is sign of policy weakness in the face of Russian assertiveness.

I doubt it would be possible to lengthen and shorten VLS tubes at short notice (i.e. without help of shipyard) . Anyway, in video released by Russian ministry of defense below, especially at 0:39 and 1:38 they
what missiles do you mean? as I said, the ships involved in the attack do NOT have anti-air missiles in a VLS (but in either the Palma or the Gibka, here shown by navyreco :)

My Dutch newspaper NRC wrote yesterday that the preparations for the Russian intervention started with a visit to Putin by the famous/infamous Iranian general Soleimani in August last year, more than thirteen months ago. These will no doubt have included Iranian officers training cooperation with the Russian air force units they are working with now. Didn't CIA see that or couldn't they imagine this might be important?

Rouhani extends condolences over IRGC commander killing in Syria

Iran’s President Hassan Rouhani has offered his condolences on the killing of Brigadier General Hossein Hamedani, a senior commander of the Islamic Revolution Guards Corps (IRGC), by terrorist groups in Syria.

In a message on Friday, Rouhani said the killing of the brave IRGC commander during an advisory mission to help strengthen the resistance movement in the fight against the Takfiri Daesh terrorist group and its allies was “a big loss and caused deep grief.”

The Iranian president said Hamedani played a leading role in establishing the IRGC and successfully commanding different operations during eight years of sacred defense against the Iraqi invasion in the 1980s.

Rouhani extended his condolences to Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei, the Iranian Armed Forces, particularly the IRGC forces, and to all Iranians.

The IRGC announced in a statement carried by Sepah News on Friday that Hamedani had been killed by Takfiri Daesh terrorists during an advisory mission on the outskirts of the Syrian city of Aleppo the night before.

Other Iranian officials' reactions

In a Friday message, Foreign Minister Mohammad Javad Zarif said Hamedani’s killing by the Takfiri terrorists was a great loss, calling on the international community to prioritize the urgency to fight terrorism.

IRGC Commander Major General Mohammad Ali Jafari also praised the deceased for his role in the resistance against the US and the Israeli regime.

He said Hamedani was killed by the mercenaries of the US and the Israeli regime in the region who are supported by certain countries including Saudi Arabia, and are killing the Muslim people of Yemen, Iraq, Syria and Bahrain.

In his message, Defense Minister Brigadier General Hossein Dehqan said the killing of the IRGC commander would undoubtedly ramp up determination of the resistance front to eradicate terrorism.

Meanwhile, Secretary of the Supreme National Security Council (SNSC) Ali Shamkhani said the killing of the Iranian commander will only speed up the eradication of Daesh.

Deputy Foreign Minister for Arab and African affairs Hossein Amir-Abdollahian, for his part, said Hamedani played a key role in improving regional and international security and fighting terrorism.

In separate messages, Iran’s Parliament (Majlis) Speaker Ali Larijani, Judiciary Chief Ayatollah Sadeq Amoli Larijani and Secretary of the Expediency Council Mohsen Rezaei also expressed their condolences over Hamedani’s death.

The Syrian military has been fighting the terrorist groups for over four years. Iran has been offering Syria military advice in its fight against terrorist groups.
