So, what do you guys think about the political implications of foreign attendees?

The presence of the South Korean President is, I believe, a show of support against Japanese revisionism, and further isolates Japan in the Pacific region.
For sure with regards to Jp lack of sincerity in facing their war crimes, whitewashing comfort women issue, visiting their war shrine, and territorial disputes (dokdo in her case) s kor is more aligned with china. Anyone saying otherwise, well you know the trolls in this forum....

I'm kinda surprised that not much has been discussed about the DF-21D. So now, it has been officially confirmed that the DF-21D exists and has been deployed. The commentators mentioned that this would be the ultimate weapon for China at the sea. So what would be the implications?

It was noticed. DF-21D and DF-26, two AShBM.
Two articles on the subject today on National Interest website alone.

Did anyone pay attention to the way Xi greeted the foreign attendees?

First up was Ban Ki Moon, secretary-general of the UN. Second was the secretary-general of the SCO. I don't think this order was a coincidence, it shows the importance China attaches to the SCO.

South Korea's Park seemed kind of distracted, Xi and Peng had to remind her twice to stand for a photo.

Putin came in last, and walked in with a visible swagger. Being last allowed him to walk together with Xi to their seats, and if you look at Xi just before he shook hands with Putin, I could swear that they were sharing a knowing smile.

It's hard to doubt the level of China-Russia cooperation after seeing this.

I was also intrigued by the presence of the Vietnamese head of state, despite the fact that Vietnam is supposedly one of the most vocal contestants against China in the SCS. His presence really puts Philippine's absence in a bad light, and it also suggests that there may be more than meets the eye in China-Vietnam relations.
I think Vietnam is playing a very smart game here. Of all the states have territorial disputes with China, Vietnam is the only one without mutual defense treaty with either the U.S. or Russia. Domestically, Vietnamese leaders need to maintain nationalistic tensions just short of war with China for the former's legitimacy, since China is the most convenient imagined enemy at this moment. With the existence of a powerful constructed/imagined enemy at its doorstep, both the masses and political elites are more likely to unite, leading to rallying around the flag effect and elites' further consolidation of power. On the other hand, however, from a geopolitical balance of power perspective, Vietnamese leaders know their country would suffer significant material damages in a war with China if neither Russia nor the U.S. intervenes directly. Therefore, I think the Vietnamese leader's attendance is really about reassuring China by projecting an image that the former is not as confrontational as the domestic polls suggest. In authoritarian party-states, opinion polls on foreign policies do not necessarily have to be turned into actions, and both parties know. In fact, the term "party ties" between CCP and CPV (along with increasing trade) is something the Vietnamese have used to dissuade potential Chinese aggressions. In addition, Vietnam has always supported China regarding the Taiwan, Tibet, and Xinjiang issues, making Chinese leaders think twice before deciding or not whether they want to lose a "friend."

Are there 2 Missiles carried like Iskander-M?

I don't think so. There are a few pictures that can be found through a search, that display just the kind of diameter and size DF-16 actually is, and it's quite big and fits snugly into the canister.
