I do not believe they will retire any of the Sovs or the 051B or two 052s anytime soon.

They are either now doing, or recently completed the midlife upgrade on those.

So I expect they will keep them at least until 2030.
But, can you truly count the Sovs as "modern" DDGs? They're not as capable the 52C and Ds; especially the 52Ds with their LACMs.

Absolutely I can.

They have very decent anti-air capabilities with the SA-17 Grizzly missiles (despite their not being VLS) and their Top Plate radar is very good. Both the older vessels with four AK-630 CIWS, and the newer with their two Kashtin CIWS are well defended close in. Their eight ASMs are very dangerous, sea-skinning, supersonic missiles with a range of 120+ kilometers. They have good ASW capabilities, and a helo pad and hanger for the same helicopters the others use.

The class has very good speed (32+ knots), and very good endurance/range (14,000 nmi).

The oldest two are 15 and 16 years old, and easily have another 20 yeas in them. The second two are only 10 and 11 years old and probably have upwards of 25 years left.

These are very capable DDGs to this day and could not be taken lightly by any naval force, including the US Navy.

Those are the 14th and 15th Type 051 DDGs. The older ones. Their configuration were designated Type 051D. Eight were built. Three have been decommissioned, two were converted to to a Type 051 DT configuration and are still active in that configuration, one was converted to a Type 051Z configuration and is now laid up. Two are still active as Type 051D.

134 遵义 / Zunyi Commissioned: 28 December 1984 East Sea Fleet.
164 桂林 / Guilin Guangzhou Commissioned 10 July 1987 North Sea Fleet Active.
