Why that article used the cost basis from Bath or Newport, French and German resales, and DOD contractor prices, is beyond me.
I understand that wages in east China are now similar to those in the more developed parts of US. Manufacturing costs are likely to be lower because the shipyards in China are the most modern in the World. Of course you shouldn't use DOD contractor prices because there must be a suspicion of corruption.

Shanghai average wages is around US$1400 a month. Normally, people only tell you their base pay. But the big portion of their wages are in grey area.

is almost us$1400 gross income including extras (these depend on how many cars the company sold, I guess) and assuming 42 hours long work-week (I don't think they can work overtime "just like that"), mandatory payments are quite low, but still $1k maximum arrives on the bank account of such a worker; elsewhere in the country, a salary of this type would be, in general, lower (if you worked in some small workroom in the countryside, you might get only like half of it)

It may not be so straight forward to extrapolate this to a country's average pay or cost of production but one get an idea.
Expert shipyard workers as needed in a modern shipyard will yearn much more than the minimum pay. Think of the grow of the shipbuilding industry over the last forty years and the need to attract the many workers necessary.

According to imagery measurements, the vessel has a load waterline length of approximately 35 meters and a beam of approximately 3.5 meters. Although Jane’s Underwater Warfare Systems reports China fielding midget submarines, I have been unable to locate open source reporting suggesting China is currently building such a vessel. Alternatively, the boat could be for a foreign customer.
