Outstanding photo. On the ladies with the tan color uniforms (Army I suspect) what is the difference between the black color beret and the blue one?

Yes Tan (Army).. That was the old uniform ... Now it's become a ceremonial one... Black,Blue berets signify Different corps .. Blue ones is Signals Corps etc..
