(Defensa.com) Russia aims to significantly expand its presence in the arms market in Latin America. We interviewed Vice General Director Sergey Ladyguin Roroboronexport, the state-owned Russian exports of defense material.

Could you summarize the results were achieved in recent years?

From the moment of its formation in 2000, the company Rosoboronexport, where only special character of Russian arms exporter applies a consistent policy in order to expand relations with the countries of Latin America. Vigorizamos collaboration with Venezuela, Cuba, Colombia, Mexico, Peru, Ecuador and Uruguay. Major contracts to supply helicopters to Brazil and Argentina signed up. Chile also expressed some interest, although contacts with this country have not yet acquired the practical filling. Just ten years ago or quinde the current level of cooperation with Latin American countries have similar but not fantastic. But, today, the most ambitious projects even longer perceived as really achievable. However, we are still only at the beginning of exploitation of an enormous potential for developing our relations. And it is the example of Brazil which perfectly supports this.

Why precisely Brazil?

It is a very telling example. Brazil is the largest country on the continent and has very important missions to undertake in order to raise the fighting capacity of the national armed forces and promote their own high-tech defense industry. Russia and Brazil are members of the BRICS group and participate in the closely related ideas on the key issues of geopolitics, global security. In addition, there is a great mutual interest in the development of economic relations. In short, all the elements for closer cooperation in the field of defense.

What you can offer Russia in the defensive sphere?

Russia remains one of the few countries that produce the full range of weapons and war materials from infantry weapons and ending nuclear submarines. Judging by the criterion efficiency / cost, we will see that Russian weapons continue to possess very advantageous features compared to its rivals. The more focused aspects of rearmament of partner countries in a comprehensive manner, taking into account the real needs of the customer. But most importantly, we are willing to just technological partnership, joint research and experimental developments. This form of cooperation would give a powerful impetus to the development of defensive industry states, our partners.

Are there certain projects such technological cooperation are now in the process of study?

Well, we have established a dialogue with a number of major Brazilian companies with respect to a list of major projects, particularly relating to the means of air defense. They were held negotiations on the issue of aviation. Incidentally I must say, when we participate in the FX-2 tender offering our modern fighter aircraft Su-35, we proposed a comprehensive program of technology transfer, to the extent that the production of these fighters are organized in the territory of Brazil. But of course, the negotiation process is not developed as fast as we would like. Nothing is more difficult, as you know, to take the first step. I would say that what we are doing now is laying the foundations for future technological cooperation. But we build depth and with an eye to a lasting perspective.

But technology transfer and co-production of other global manufacturers also offer ...

Yes, it is true, but the depth of technology transfer can also be different. For example, India applied for years the policy of diversifying acquisitions and we, being its strategic partner, we very understanding. At the same time, all major projects relating to technological cooperation, such as building program of fifth-generation fighter, but not performed jointly with Russia. And the reason for this, among other things, is because nobody else is willing to actually transfer to India this level technologies. Another aspect is that Russia does not exploit the supply of weapons or technology transfer as a lever of political pressure. We are absolutely independent in our political instrument of military cooperation with other nations and respect the independence of our partners.

France is set to pay Russia $1.20 billion to settle the lingering dispute over two amphibious warships in a deal that went sour over the ongoing conflict in the Ukraine, according to French and Russian media reports.

Russia has already paid $811 million as part of the $1.5 billion 2011 deal for the Mistrals — modified to operate in Arctic conditions and accommodate Russia’s heavier helicopters — and will reportedly not seek additional penalties or legal action.

France will use proceeds from a planned $2 billion sale of Airbus EC 725 Caracal helicopters to Poland to fund the deal, reported the French paper.

France and Russia have a month to negotiate particulars before the agreement is settled.

The planned delivery schedule of the ships was halted following an announcement from French President François Hollande citing Russian involvement in the ongoing conflict in Ukraine as the reason.

The move from France is unexpected. European military defense experts had expected France to eventually deliver the ships to Russia once the situation in Eastern Ukraine had stabilized.

As for new buyers of the Mistrals, there are a few obvious candidates. NATO has expressed some interest in purchasing the ships to ferry its emerging rapid reaction force. The ships could also revive the Canadian Navy’s joint support ship concept that would create multi-purpose fleet oilers.

Wow. so there will be no Vladivostok class for the Russians.

Will France keep one or both of them?

Probably not for their Navy. They will sell them and it will get very interesting to see who tenders offers to France once this is concluded.

As long as whoever that ends up with them do not change the balance of power in the region which means certain countries are out. Asia and Africa is out so that leaves Europe or South America.

Probably the very few countries that has the resources and need for something like this would be Brazil maybe Germany or some Scandinavian countries but I seriously doubt it. Same goes with Canada as the author implied. I just do not see the Canadian Navy buying and operating a vessel like this unless it is given away pretty much free.

Everyone who wants or needs a vessel like this already has one or in the process of building one.( i.e Japan, Australia, Spain etc.)

Maybe France can throw this thing in for free if India signs the Rafale deal for good. lol

I tend to agree, except there may be some exceptions in Africa and Asia..

The most obvious candidates may well be :

Brazil
India

But lets talk about the "dark horse" contenders (and that means they are not likely to do so):

A country that is planning to build an LHD type vessel, using indigenous companies, may, for the right price, reach out and grab one of these.

Turkey

In Africa/Mid East, Algeria recently took delivery of a large LPD vessel built on the Italian Sab Giorgio design. Other nations may be dark horses in this bid in that region, who are building more powerful navies may want to balance the scales:

Egypt
Saudi Arabia
Nigeria

Another for the right price...since they will soon only really have the Ocean, and it was launched in 1995 with a 25 year service life...so in the early 2020s she may be decommissioned:

Finally, other dark horses could come from Asia, where certain navies who are currently expanding may want to take advantage of the opportunity:
