China's Defense Spending Thread

You should just be able to click the link (not right-click -> save as) towards the bottom of the page and it will download an Excel spreadsheet.

My list is drawn from the table using current (2014) exchange rates, but there is another table using constant (2011) USD which paints a slightly different picture. There is no PPP table.

Regarding Saudi Arabia ... I think I will abide by the old advice of if you can't say anything nice, don't say anything at all. ;)

What about just saying something's curious? Perhaps the Saudis are arming some very busy proxies besides from themselves.

This thread is being modified to be aimed at the PRC's Military/Defense spending.

For comparative purposes, charts comparing GDP and Spending can be posted...but only for comparison. Keep the detailed discussion focused on China's Defense Spending.

Other nation's defense spending details can be discussed in their own Military News Threads.

Carry on.

BEIJING, April 9 -- Five bidders, both military and civilian, won the first open tender for 2015 organized by the People's Liberation Army(PLA) for weaponry purchase.

The process was concluded on Tuesday, and the total purchase price was "significantly below" the budgets in previous years, according to a statement by the PLA general armament department.

This is the first time that weain.mil.cn, the PLA military weapon procurement website, has been used for open, competitive bidding.

The items released for tender, valued at around 90 million yuan (14.5 million U.S. dollars), fell into eight categories including supply containers, protective masks, weapon kits and lighting equipment.

More than 20 bidders took part.

The statement said that to further military procurement reform, more items will be opened to promote competitiveness and efficiency.

This is pretty significant IMHO and will...over time...lead to more competitive bids, better prices, and ultimately better equipment for the PLA, PLAAF and PLAN.

The Chinese government will open part of its weapons research and manufacturing to the marketplace, including military technology transformation and industrialization development, to promote industry resource sharing, the Beijing Times reported on Monday.

The State Administration of Science, Technology and Industry for National Defense has issued a document on the transformation of Chinese weapons manufacturing. It stipulates that authorities will encourage the transfer of intellectual property rights related to the science and technology of the national defense industry and promote scientific achievements.

Priority has also been given to the nuclear fuel cycle industry.

The government will promote integrated military and civilian development, upgrade nuclear industrial technology capacity, and promote its application in the agricultural, medicine and environmental protection industries, the document added.

Authorities will also promote satellite resources and data sharing, enhance the core capabilities and advantages of the military industry, and participate actively in the strategic rising and hi-tech development sectors, according to the report.

An inspection into Chinese military spending has uncovered "irregularities" across all departments of the People's Liberation Army (PLA), its official mouthpiece, the PLA Daily , has revealed.

In a report published on 2 July the newspaper said the inspection, which began in February, focused on the PLA's management of expenses, contracting, extra-budgetary funds, invoices, receipts, and accounts.

According to the PLA Daily , the irregularities included fake invoices, allowing expenses to go over budget, randomly adjusted budgets, embezzlement, unapproved bank accounts, unofficial borrowing of money, and unapproved subsidies.

It added that those found guilty of breaching PLA regulations would be punished.

That is really good news. I know corruption is everywhere, including the US, the UK, EU, Japan, etc..... not only in China

This is steps in right direction, China should minimise the level of corruptions everywhere, including of course within PLA.

I am not sure how much level of corruptions is acceptable (as it will be always some sort of corruptions), whether 5% of the budget is acceptable.

We need to differentiate between corruptions and inefficiency and disguise in employmeny

How about for people who get paid 40 hrs but only work lets say 25 hrs ? would it be considered a corruption as well ?

India, China, Iraq Largest Importers of Russian Military Equipment - Report
Asian countries have become the main importers of Russian military equipment amid sanction imposed by the US.

MOSCOW (Sputnik) – India, China, and Iraq have received the most weapons and military equipment in 2014 from Russia’s state-run Rostec company, according to the company’s annual report published on Wednesday.

“The deliveries of military equipment were sent to 59 countries. The company’s main importers were India (25 percent), China (22 percent), Iraq (22 percent), Syria (5 percent), and Venezuela (5 percent). Geographically, the main exports of military equipment went to Asia (75 percent), Latin America (9 percent), and the Middle East (7 percent),” the report shows.

The company’s annual report also reflects that military exports to the former soviet republics have drastically dropped to $370 million in 2014 from $1.5 billion in 2013.

The company fulfilled 9,400 contracts in 2014; that is 54 percent more than in 2013.

However, western sanctions against Russia have raised Rostec's subsidiaries and could diminish the attractiveness of the corporation's projects for investors, the same report read.

"Sanctions imposed by Western countries against the Russian Federation in relation to the Ukrainian crisis inevitably affected the corporation and its organizations. The sanctions are not aimed to affect the corporation but its subsidiaries, since the corporation receives no funding from abroad. The sanctions could harm investment attractiveness of the corporation's projects and the capitalization of its brand, as well as Rostec's profit received from the subsidiaries' shares and stocks," the report said.

The corporation, which deals with hi-tech industrial products and military arms and equipment, noted that US sanctions specifically prohibited US citizens and legal entities from making any new financial transactions and provisioning new loans to Russian (citizens and legal entities) for a period of more than 30 days.

"This prohibition applies to all the subsidiaries in which the corporation has, alone or together with other persons included on the sanctions list, with more than 50 percent of shares," the report said.

Tomorrow the first official GDP figures for 2015 should be released. Taking into consideration the inflation rate during last year and quartal GDP figures, i'd say we're looking at 68,7 trillion yuan. Using the average value of military budget to GDP ratio of last several years, in this case 1,3%, we're also looking at just under 0,9 trillion yuan for the military budget.

For those wanting to use the dollar exchange rate (though that skews the picture quite a bit) that's some 141 trillion dollars (average exchange value from 2015) and 10,9 trillion for GDP in total.
