The Russians are seeking another 11 billion dollars for R&D, the Indians are saying we need the aircraft yesterday, and we will purchase the Russian PAK-FA as it is to built for the VVS, and we will negotiate and pay for FGFA later as/if needed??
So the Indians realize that the T-50 as built for the VVS will meet their immediate need for a more capable aircraft, and that the tailor-made Indian bird can and will wait.
The Russians would rather have that 11 billion to help "capitalize" this program and move forward with their own aircraft?

Whoa! Whoa! Some wrong stuff here. The $11 Billion is a very old figure. Half that is to be paid by the Russians. It is not "another" 11 Billion. Even if the money needed for R&D has increased, the Russians are obligated to pay half the amount. They are not going to skewer themselves.

The FGFA program will progress as planned, nothing's changed there. What the IAF is saying is they are willing to buy the VVS version of the PAKFAs during the time the FGFA is getting ready. The IAF did the same during the MKI program too.

The IAF is not "willing to wait" for the FGFA, they want it ASAP. And they want the VVS version sooner than ASAP.

Buying into the FGFA seemed like future proofing for the IAF, where they expected to get fifth gens some years before the PLAAF even if the Russians get PAKFAs first.

I doubt IAF expected to get the FGFA before the J-20 was inducted.

Suddenly the IAF was looking down the prospect of seeming J20s on PLAAF frontline service at the same time, if not earlier than PAKFAs in Russian service.

How long before the first J-20 regiment is setup near the Indian border?

MKIs vs J20s and Rafales vs J31s looks decidedly less appealing now.

It will continue to be PAKFA/FGFA vs J-20/J-xx.

And don't count the Rafale out yet. The DEDIRA program demonstrated the French could reduce the Rafale's frontal RCS to the region of the F-22's RCS via electronic means. That would actually mean Rafale is more stealthy than the F-22 since DEDIRA is meant for wideband stealth. If they could do that on an early prototype, what about later into the program when they build a dedicated prototype for active cancellation?

According to the VP of Dassault, the Rafale's frontal RCS is the size of a sparrow. That's similar to what's been announced for the F-22.

Cue the shelving of FGFA and instead wanting to just go with Russian standard PAKFAs to try and match expected PLAAF J20 IOC timetables, and the feet dragging and indecision on the Rafale.

I don't get why people have assumed the FGFA is shelved. FGFA will happen as planned. IAF will be buying the PAKFAs in the meantime.

Bar this is nonsense, it simply is untrue, to make these claims is to throw reason to the wind, the F-22 continues to have the lowest RCS recorded, and will have, no electronic "masking" is going to cut it in the real world. Shaping is still the only sure bet, to profess otherwise is to throw your credibility to the wind like a dandelion shoot??? and let it float off?
That shaping is most surely enhance by "coatings of a very high caliber", but in no way can or will electronic signature reduction or coatings replace shaping as the primary means of RCS reduction.

and lets not pretend, the Russians are not going to pay for half the 11 billion dollars to design and develop Indias FGFA, it wont happen, but they will keep jacking the price up?

I did not say FGFA is shelved, but once they begin to buy the PAK-FA, they will at least roll back the design/development/purchase of FGFA.
