Hi Mirage, do you know what is the status of the Z-11 light helicopter co-production deal Argentina signed in 2011? The wiki page says the deal was cancelled.

Hi Shen,
From my understanding there are two factors currently delaying the production of the Z-11. As you know, the first two Z-11 assembled by Fabrica Argentina de Aviones (FAdeA) are flying and undergoing evaluation.

First delay: The signature of the MoU has caused some consternation at Eurocopter as the Z-11s introduction into the South American may have broken a previously undisclosed agreement made between Eurocopter and Avicopter in early 2011 about the sale of license-built Eurocopter helicopters by Avicopter outside China.

The Z-11 is not a license-built Eurocopter aircraft but is virtually identical to the AS350 Ecureuil and Eurocopter is understood to be concerned about protection from liabilities because the designs are so similar

At NAVDEX 2015 naval defense exhibition which was taking place in Abu Dhabi, UAE, last week, Navantia unveiled the F-538 frigate design it is proposing for the Peruvian Navy. Navantia representatives at NAVDEX 2015 told Navy Recognition that this new Frigate design is based on the proven AVANTE 3000/2400 design. This new design incorporates lessons learned in building the Spanish F-100, Norwegian F-310 and Australian AWS destroyers.
The F-538 incorporates the Spanish Navy Combat Management System (CMS) foundand proven on board Spanish Navy LHD, replennishment vessel and Meteoro class OPVs. The new Frigate is fitted with the COMPLEX Integrated Platform Management System developed entirely by Navantia.
With a moderate displacement of about 3,800 tons, the F-538 is Navantia's answer to navies looking for mid-size frigates to conduct a wide range of missions.
The scale model on display at NAVDEX 2015 showed the F-538 fitted according to the Peruvian Navy requirements. The informed observer will immediatly notice a quite unique weapons fit on top of the helicopter hangar: No less than three Close In Weapon System (CIWS) are present:
- 2x Rheinmetall Millenium 35mm gun systems
- 1x Raytheon RAM launcher (21x RAM block A1 missiles) between the two guns

Navantia representative explained that this quite unique configuration were part of the Peruvian Navy requirements. Final specifications and weapons fit may evolve however. Quite unusual also is the fact that two triple torpedo launchers are fitted on top of the main structure instead of being housed inside the structure.

The F-538 model at NAVDEX also featured:
- A 76mm main gun by Oto Melara
- 16x Mk 41 VLS for Raytheon ESSM surface to air missiles located forward, behind the main gun
- 2x Hitrole 12.7 mm remote weapon system by Oto Melara fitted on top of the bridge
- 8x MBDA Exocet Blk III anti-ship missiles
- 2x RF/IR/acoustic decoy launchers
- A Smart-S Mk2 radar by Thales
- A Thales Sting 2.0 fire control radar
- A Thales Kingklip hull sonar

The helicopter deck and hangar can accomodate SH-3D or NH-90 helicopters. The F-538 was designed with great attention focused on low radiated noise, reduced radar cross section, low infra red signature, low magnetic signature and low electric signature. The propulsion system is CODAD type (Combined diesel and diesel). The requirement of the Peruvian Navy is for 5 frigates.

The Chilean Army professionalized its support to the community disaster. The institution will face challenges regarding the recruitment of staff and the incorporation of specialized equipment

(Defensa.com) The Army, the National Emergency Office and Civil Protection of the Ministry of Interior (ONEMI) and the National Forestry Corporation (CONAF), Chile signed an extension of the cooperation framework agreement of 2003 regarding employment Brigades Wildland (Brife) Army. The amendment will allow ONEMI, as the highest organ of coordination of media, dealing with emergencies and CONAF, the agency responsible for managing the forest emergencies have Brife throughout the year.

At present Brife support CONAF during the summer months, as the time increases the likelihood of wildfires, but this period will be extended to autumn and winter, due to increased emergency at this time. The agreement, part of the normal support given by the Army to society using their military capabilities to various emergencies, poses challenges for the institution concerning recruitment of staff and the incorporation of specialized equipment.

The first aspect is highlighted Commander in Chief of the Army during the ceremony of signing the agreement, stating that "we are taking an important step in the professionalization of this axis-Society Army, which has to do precisely with the support disaster mitigation natural "ie, society can expect before a major fire the army will come not with troops and equipment available for the specific needs of the institution, but by properly trained personnel to attack the elbow emergency by side with staff CONAF.

With regard to command and control, it must consider the interaction of three different entities dependency: the clerk Army Defense Ministry, ONEMI under the Ministry of Interior and Agriculture CONAF dependent. Beyond what the protocol says that surely rescues much of the experience gained since 2003, will require some training effort to refine the efficient performance of all involved and define equipment needs.
