The two initially assigned to secure the latch were clearly at a loss and probably felt they needed to keep busy and didn't think through the situation first since they were on camera. The one who got hit was fortunately not killed, he looked up just in time so that he took a full frontal rather than having his skull bashed in or his neck broken. Well, this is what training is for and why it is very much needed especially for a military with no naval tradition on top of no combat experience and lots of conscripts.
They were not "on camera" (as in being shot by a TV crew), what you see was taken from surveillance video of the aft cabin.

The door was inadequately designed, didn't have proper locking mechanism to be used on a ship, not to mention a military grade vessel. It looks like on 052D it has been changed to outward opening doors with multiple latches. Hopefully they will learn from this and retrofit the 052C as well. Pic from cjdby:

These ships have made a LOT of goodwill visits on their deployment, including:

After their 4-month long anti-piracy escort mission in the Gulf of Aden , they visited England, Germany, the Netherlands, France, and now Greece.

Hehehe...in America the old saying is, "Join the Navy and see the world."

Seems it applies more and more to the PLAN.

Do all ship compartments have pumps system to drain whatever water that got in?

No. USN ships have portable pumps in the Repair Lockers.

CUES = Code for Unplanned Encounters at Sea

SINGAPORE (NNS) -- The littoral combat ship USS Fort Worth (LCS 3) practiced the Code for Unplanned Encounters at Sea (CUES) with the People's Liberation Army-Navy [PLA(N)] Jiangkai II frigate Hengshui (FFG 572) Feb. 23 enhancing the professional maritime relationship between U.S. 7th Fleet and the PLA(N).

Fort Worth and Hengshui were conducting routine training and operations in international waters of the South China Sea when the ships realized a training opportunity was present.

CUES, a set of procedures endorsed by naval leaders at the Western Pacific Naval Symposium in April 2014, is a guideline for unplanned maritime encounters while at sea, providing standards for communication, safety procedures and maneuvering instructions for naval ships and aircraft.

"The interaction with the Hengshui was safe and routine, and the professionalism that was on display by both ships is commendable," said Cmdr. Matt Kawas, Fort Worth Crew 103 commanding officer. "As the first underway for Crew 103 aboard Fort Worth in U.S. 7th Fleet, this was a real-time situation where we relied upon our months of training in San Diego to execute."

Fort Worth and Hengshui rendezvoused and used CUES as a signaling protocol to indicate ship maneuvering.

"Having a standardized protocol of safety procedures, basic communications and basic maneuvering instructions is critical as we work together to prevent mishaps and miscommunications at sea," said Capt. Fred Kacher, commodore, Destroyer Squadron 7. "This will likely not be the last time Fort Worth conducts CUES as she continues to operate extensively throughout Southeast Asia and expand her operational footprint to Northeast Asia during the remaining 12 months of her deployment to the Asia-Pacific."

superdog you are 100% correct.

This is the type of door that should be in the hull leading out to a weather deck. There are other designs used by the USN . This is the most common on an large ship. The doors have different sizes. This picture is of the inside of the door.

Traditionally, that area on PLAN vessel is actually the exterior, hence the hatch is not watertight. It's only a few years ago that the area officially became an interior.

The 052D appears to have a similar style hatch to the pics of the USN ones, difference being no latch handle on the exterior but this makes sense as the pics of the USN ones are for personnel use while these hatches on the 052C/Ds are for port tow rope access.

While understandable that older PLAN ship designated that area as exterior with open spaces, they started enclosing them for quite some time now. Don't think we see any problems like this with the 054As. My guess is a serious oversight on the designers when PLAN ordered 4 more 052Cs and they reused the design from the first two and did not incorporate lessons learned. Hopefully, this incident will prompt a refit on all vessels with similar design issue. If any export models have this inadequate hatch, it would be in the best interest for these shipbuilders to issue a technical service bulletin to respective customers to prevent tarnishing their image. The Thais are leery of procuring more Chinese ships because of the poor quality on those purchased decades ago.

From now on, PLA Navy called off temporarily anti-piracy operations due to Yeman rebels at the gate of Aden port. This advertisement urges shipping companies to stop filing requests to the ship owners' association, China sea search/rescue center, and PLA Navy.
