Well certain cities through out the world will always be prone to flooding because it sit at below sea level. New Orleans is a fine example. Only the city center is built on higher ground than the rest of the surrounding suburbs.
Yep, you see this kind of flooding in downtown Houston from time to time as well. The only thing is that it's more like a flash flooding. It comes up quickly and goes away in about 30-60 minutes... I was trapped in one of these flooding situations in downtown Houston once after dropping my wife off at her office in the morning. I decided to drive through it (stupid me!) and my car almost became a boat and almost floated... Luckily, I got to a place with lower water level soon and was able to drive away. And I went back at noon to pick up my wife and flood was gone. The streets were so dry that it almost looked like it hadn't rained in ages...
