That's the video was once rumoured to be released during the Chinese New Year period, turns out it was delayed by 2 months.

They don't have the planes. We know that at the end of last year they at least had 3 production J-15's. If they can deliver 2 a month that would mean they now have about 11 to 12 production planes. If the rate is slower than 2 a month then they wouldn't even have 11 planes. And they need a period of extensive testing before they can put those planes on the deck of the carrier. They need at least 12 planes to form a squadron. I would expect the first squadron of J-15's on the Liaoning about the end of this year or perhabs the beginning of next year.
But they don't go out to sea enough to train so things in the carrier program are moving in the slow lane. But the ship is in Dalian now doing either repair or refitting work. So it means that they found issue's with the ship.

While I agree that the video is a bit weak sauce our appetite, please do keep in mind that this was created for internal consumption. This type of story telling is very typical of Chinese military documentaries in general (Just go check out the tons of other ones out there about SF, Tanks, Anti-piracy missions, even the Red Sword one).
The pace of the carrier program is a bit slow for my taste, but I think it also reflects their lack of domain knowledge that they are steadily acquiring and also their perceived threat environment in general. China is not in a arms race with anybody. Its military is trying to re-invent itself from the inside out. It's a tall order.
Very true. Kinda like having a brand new home with very little furnishings. And the PLAN is moving at the speed of slow on it's CV programme.
Any navy ship on this planet visits the shipyard for minor or major upkeep maintenance from time to time. CV-16 is no different. As an example the USN sends it's CVNs to the shipyard after all major deployments. And when a ship is in its home port shipyard workers are always on board doing whatever it is they do.

That's actually a misconception. You don't 'train less' because of lack of threats or perceive peace. You train for war. Even if war never comes it doesn't matter because that's what an aircraft carrier is. It's not a Carnival or Royal Carribean ship. If you do not train in a high tempo environment the crew becomes complacent. At best they are ineffective when they join the fleet.. at worst they become dangerous to themselves and their shipmates and accident prone!
The flight deck is a very dangerous place! If you don't know where to stand, where to walk, where to run, where to keep your head down you die. PERIOD.
Everything is very coordinated even though they may not look like it. Every person, every truck, every plane is exactly where they are suppose to be at any given time. If they are not it means someone screwed up and if not corrected immediately something bad will happen.

They have land-based simulator for that sort of training.
The best training takes place at sea. Away from the cares of daily life. No family. friends no distractions. No where to go but to work and learn your job.
Sailors belong on ships..and ships belong at sea.

Those aren't difficult to arrange within the confines of a military base.
And before sailors can go on ships, they have to be qualified on land first.
What you posted is true to a point engineer...in my 20 years experience with the USN aboard 5 aircraft carriers the very best training takes place at sea.
Sailors that are fresh out of recruit training or schools are trained the real Navy way once they get aboard ship working with the actual equipment they've been trained to operate.
training ashore is fine is many circumstances. Actual shipboard fire fighting and real damage control training are are bests suited ashore in real naval simulators. But sailors need to be at sea aboard a ship learning how to use that equipment.
As I stated there's a different mind set when at sea. You have nothing to do but your job and stand watches. No distractions..just do your job. Because in peace and war a sailors job is generally the same.
