I'm pretty sure that the only way to get a post in the Chinese government is to:

A) Be a member of the communist party, and
B) Graduate from the Central Party School

no.

not every one is a communisty party member.
the current minister of Health and Minister of Industry and Technology is not a party member.

not all cadres go to the Party schools, vast majority of staff does not go. party school is something they go after they get into position of importance.

MFA is little different. It was essentially ran by Zhou En-Lai... the big spy chief. for the longest time
its staff are drawn from graduates of foreign language schools (don't get confused by ones that spy agency recruits from). then its own "diplomat school" the China Foreign Affairs University. The background security checks for staff at MFA was much stricter during the "good-ole days" when its one of the only windows to the outside world when they worry about defection more than anything.

the 1st generation of chinese diplomats were cosmopolitan people. some of them grew up in the west.
later on, when the closed soviet style system set it, not so.

its getting better now. as they would send people out to London School of Economics, Académie Diplomatique Internationale, Sorbonne, Harvard, Columbia, Oxford etc either for a graduate study or a short training.

but still a rather insular system.

regular government is more porus. you still need to pass civil service exams.

Interesting to note the different way the Korean ADIZ expansion is covered. Most Western media headlines don't mention that the Korean expansion also overlaps with Japanese ADIZ.

Unlike Japan, China doesn't consider Korea an enemy, so ROK's expanded ADIZ isn't a big problem.

I think Kwaigonegin meant 'party school' as in a college campuses that's known to have it's student bodies holding numerous parties all over the campus dormitories and such. The University of Texas at Austin is one and another would be Louisiana State University in Baton Rouge is the other.;):p

there is no one " party school "

there is the central party school.
there are three additional "cadre schools", One in Pudong Shanghai, One in the yan'an, another one in Jingangshan.

The one in Pudong is very modern looking, huge campus. Its best to be compared with a giant corporation's internal training program.

I have to say:

I am really surprised that there is no concrete frontal rebuttal by specialists on why "ALL ID rule" is with in a country's right in ADIZ, a point of much contention by US and Japan, from china, instead we have barely laughable spins from Japan and US media run amok.

One thing concerns me abit is that Chinese MFA officials are usually trained as language specialist at first, then foreign studies. then go on as staff, then a foreign posting, and so on so forth up the bureaucratic ladder. They are not as diverse as they would be in other agencies in the west.

Further more the chinese bureaucratic system does not really have a tradition of self motivated horizontal communication, for example a MFA staff at a lower tier will not on its own initative talk to another expert at MofDefense or CAAC regarding the intricate specialty of Air traffic control rules, unless directed by their boss.
briefs are prepared by lower to going up higher. not horizontally.

when they get their briefings and talking points and make a statement, I get a feeling they do not talk technicalities as much as they should.

For example, the spokesperson at MFA/MoD could very much get together a comprehensive brief on
1) why the "All ID" rule is needed (alot of good reason, for one, newly deployed P-8 Poseidon on a radar screen looks alot like a 737-800 airliners with its transponder gone bad).;
2) on which country besides china has similar rules(there are alot of them with different rules, including australia)
3) and how that will increase maritime and airspace safety. (avoid mis-ID and mis-interception of civil aircraft)

Instead we just get repeating statements on " it is safe ".

they could do a better job.

Sir, I find your later posts and insight into personnel affairs in the Chinese government quite interesting!

I had actually wondered about the lack of proper technical and diplomatic language in the announcement myself. Surely the Chinese foreign service is filled with expertise in this area. As you say though, others are not forced to cooperate with them at all (even when we're talking foreign affairs). This is a relatively new and very interesting feature of Chinese foreign policy. My take is that the report I posted earlier indicating this zone came down from Xi Jinping himself (some say as a gesture to nationalist forces to rally support for third Plenum reforms incl the new national security committee, though this is pure speculation) is true. It seems reasonable to think that if this came down from his table, perhaps with some extra notes from a few PLA bigshots, MFA or MOD officials would have little will or leeway to give much input, much less interpret or rewrite it.

I cannot be sure, but the wording of the announcement was a diplomatic blunder, and I fail to see how the MFA would not have picked up on it if they were a central actor in the deliberation...
