Hai Jing 2166 must be ex Hai Jian 66 at Xiamen.
2 stands for East Sea (1 = North Sea, 3 = South Sea), not sure what 1 means.
The first seen was Hai Jing 3367 ex Hai Jian 167 ex Nan Tuo 154 at Guangzhou, not sure what 3 meant there, either.

maybe the flotilla? Haijian-50, 51 became 2250 and 2251.

Only before Hai Jian 50 and 51 were in 5 Hai Jian Detachment Shanghai, and Hai Jian 66 in 6 Hai Jian Detachment Xiamen.
I have only seen a PS'ed picture of Hai Jing 2350 (plus yours of the old number being welded off) and none of Hai Jing 2351.
Only before Hai Jian 50 and 51 were in 5 Hai Jian Detachment Shanghai, and Hai Jian 66 in 6 Hai Jian Detachment Xiamen.

This second number means the displacement of the ship。 1 (1000~1999) 、2(2000~2999) and so on.
This is supposed to be China's next generation survey ship, but I hope China's Coast Guard can adopt this hull for their new cutters.

It's based on the CMS 83 hull, so it's in fact the other way around, Chinese research institutions adopted this maritime law enforcement vessel design for its research vessels.
