The tunnel there, what is that for? Is that a submarine base? If so why have it cut into the hill, to save space or to hide it away from the public because of the sensitive location

To hide from spy satellites and also the public.

For protection during hostilities...they would be a lot safer in under that mountain than sitting at a wharf like they are now. Also, as others have said, to hide there whereabouts from satellites and observers on shore, or recon aircraft.

Best pictures of Qingdao-Shazikou (aka Jianggezhuang) I have seen. As may be seen in GE, the two HAN's are usually moored together at either side of the pier at 36 06 42 N 120 34 04 E, but one has now shifted to the quay slightly further south where the XIA was lying at the time of GE's 29.03.11.

There is just a glimpse of the pier where 1 Submarine Base's small auxiliaries, the torpedo retriever, harbour tugs, LCM, etc. are normally parked.

In the latest update 05.09.12 the HAN at the pier has moved across the harbour basin and berthed at the quay where - highly unusual - what must be a JIN (125 m) is also berthed.

Looks like a PLAN tug, which means it's simply a Yuan returning from patrol to Daxiedao.

Exactly, there have been tons of pictures like that from Daxiedao (I call this type of tug the Nan Tuo 180 class).
