Hey man you sounds like you have a reliable buyer around? Unless that shot took at some border town, these kind of stuff don't really traffic too far before them being picked up by authorities. PAP, police, road administration, local government not-by-the-book check points, veteran who lives as garden gaurd, by-passer who happen to have relative works for some kind of military background, "princeling" some big shot's son just try to mess you ... they can all pull you over on their own way before long.

The nozzle looks too primitive for a modern missile, probably just a simplified replica model used for exhibitions. The tires look like they weren't in extreme loads, since missiles are super heavy, even the lightest ones of that size is few hundred pounds each. Two of them in a vehicle would be too much weight for that small van, the tires would look completely different than those in the picture.
