I think the numbering got something to do with the maintenance.

Maybe the numbers reflect the firing order, which would also be the reloading order, which allows the launcher to be fully loaded as much of the time as possible.

too slow?? if anything they are moving along qiute fine, I think these 2 will be ready next year and the other 2 the year after that
no rush anyway, Varyag will be few years before it need escorts like these, I think PLAN has it perfectly timed, Type 052C, Type054A, Type071 LPD and the submarines, they all going to come together ~2015 like a jigsaw
I can imagine in 2015 many countrys will be taken by suprise when start seeing all these new ships

Construction only started in early 2010 and they have been in the water for less than a year, it's pretty standard. If you want to know what slow looks like then look up Kolkata class.
