No, Spy satellite can't take real RCS reading ;)

I think someone holding a RCS reader, especially a foreigner, would look really suspicious lol. Probably he would be arrested by overzealous Chinese military fans before the guards could take action.

Yea it would unless it was disguised as a camera or something... In which case china and Russia probably have the rcs of the f-22 and b-2 from air show appearances -sarcasm-

I can't believe we're entertaining this notion.

you never will receive 5 cm resolution from any satellite - even it having twice aperture size of Hubble - due to existence of atmosphere distortion
and what the hell is 'RCS reader'? you see it as bar-code reader sized centimeter-wave radar hidden in someone's pants? That's funny...

Face it, that place ain't tourist attraction and if you holding serious SLR camera you could count on being questioned by local authorities soon enough, anything more serious or stranger than that...you get the picture.

That is, if somebody at CIA / DARPA or whatever can cramp such gizmos into something as small as an iPhone, then it'd be another kind of ballgame.

If such, then what's the odd that this is taken from within the facility?

I'm not sure about that, I think someone just brought a really massive camera.

From the video A Mace posted, if there is a similar position on the other side of the runway where the public can access than you can take a similar shot if you zoom in (I don't know enough about photography for this one)
Here's a nice close-up video as it's landing.

The American sent USNS Impeccable (T-AGOS-23) ocean surveillance ship to camp outside Hainan Island all the time (that's why we got all those news of Chinese "fisherman" tailing the US ship - the so called "South China Sea incident 2009") because of the new Type 093 sub, they even sent USS Chung-Hoon (DDG-93) Arleigh Burke-class Aegis destroyer into the area to protect the Impeccable while it records the layout of the submarine base and sonar acoustics of all Chinese subs; with such aggressive tactic of surveillance for the subs, you don't think the CIA/DIA/ONI/AF ISR will sent at least 3 dozen operatives to record and measure something as significant as J-20 which could threaten the whole Pacific fleet ??!!

To be honest, I would not be surprise at all if they do sent at least 3 dozen operatives on the ground near CAC. I mean, imagine how piss off Robert Gates were to his staff when he was completely surprised by the J-20 revelation back in January. I am sure he would sent his own mother now if he could.
