So they made this report in the future?

They're obviously using the Day/Month/Year notation, which suggests that the article likely originated from Hong Kong, as most former Brittish colonies (like Australia, New Zealand etc) use Day/Month/Year. China and the rest of East Asia (Japan, Korea etc) usually use Year/Month/Day.

Are they talking about Internal weapons Bays F-22/35 or recessed weapons Pylons like the F=14 and MIG-25/31 use for their Long range Missiles?

Its hard to tell from the wording as Chinese has never had either before. But from the rest of the sentence, it would suggest internal bays as semi-recessed pylons are hardly word-class tech these days and would fall more under airframe design as opposed to pylon design.
