Eventually some day the PLAN will have overseas bases.. The east coast of Africa would be a good place to start. Perhaps Pakistan.
Myanmar - Pakistan (Gwadar) - East Africa will become the next pearl.

building an FOB in Pakistan might tick off India, since some in the Indian military and intelligence circle believe that the PRC is trying to bind them with a string of bases in the Indian Ocean. There is enough mistrust there to make this into a pretty big paper tiger lol.

Is there any alternatives, or alternative places to build a base that could minimize the disturbance to local geopolitics?

if China is to build a overseas base for the first time, then it ought to be made exclusively for the purpose of anti-piracy as it claims.

Mauritius is a bit far, Seychelles and Kenya are nearer to recent pirate attacks and would be better choice. A low key suply + basic repair facility should be just right. There shall be no permanent attachment of ships and personnel.

It need not be a fenced up base guarded by PLAN, just an agreement for PLAN to to have the right to dock for supply and repair at existing or upgraded port (with Chinese help).

A Supply base is not much use if it itself is hard to keep supplied. Gwadar is perfect for this purpose as it has direct land links to the PRC and serves as a perfect outlet and inlet into the Indian Ocean, which is afterall why the PRC built the bl**dy thing in the first place. Using Gwadar also consolidates utility, which is of course cost effective.

A further development would be for a base at somewhere in Sudan (Port Sudan my best guess) as China already has energy interests here and such a base would enable the PLAN to build a steady presence, throughout the Red Sea, Aden, Persian Gulf and Indian Ocean areas.

This is especially true if China feels its commercial and supply shipping could be further threatened by an enhanced potentially hostile Western Military presence based in Yemen, in the near future.

My friend, China has been sending a third frigate, Chowhu (054A 568) from South Sea Fleet to go to Somali with the three ships from East Sea Fleet. So, there are four ships in the 4th Flotilla.
