According to Henri K a total of 8 will be built. Started in 2007 we now have 5. So once built every 2 years not bad!
Now if they can built type 75 which I am confidence will be built as the CMC said they will enhance the PLAN amphibious capability

Originally designed after the Taiwan Strait Crisis in 1996 to increase the amphibious capacity of the Chinese Navy, Type 071, 210 meters long and 28 meters long, is capable of carrying a Marine Battalion of 800 men and A small armored amphibian.

In the event of an amphibious assault, each Type 071 can release two Type 726 / Type 726A , a Chinese craft with an air cushion of about 150 tons, from its submerged base to disembark each a ZTZ-96A battle tank for example.

The vessel also includes two large hangars and a flight deck, where two helicopters such as the Z-8J can be operated simultaneously.

The first Type 071 was admitted to active service by the Chinese Navy in November 2007, and it was not until four years later that the second aircraft entered service, followed by the third in 2012.

But what should be the end of the program with three copies was finally reviewed and, according to a source close to the author, the Chinese navy would have added an additional order of five ships, bringing the number of this class Type 071 to eight total.

We see the 4th Type 071, 988 Yimengshan , joined the ranks of the Eastern Fleet in 2016, plus the 5th that was launched yesterday and a 6th already on the dry dock if one believes in Satellite images.

Significant changes were initially planned as early as the 4th building, such as the implementation of self-defense systems such as the CIWS H / PJ-11 with a rate of more than 10,000 strokes / min, but the budgetary issue Upgrade project and the ship appears to be identical to its first three sisterships.

We will see if this 5th building will benefit from the supplementary budget and therefore upgrades, but knowing that the Chinese army budgets are decided by five-year plan (China is currently in the 13th five-year plan from 2016 to 2020), therefore less than the Geopolitical situation deteriorates considerably, otherwise there is a good chance that no new changes will be integrated on this new ship.

I was always wondering if/when they were going to install such an upgrade on the 071 (and where the emplacements would be).

The first 071 cost 1 billion yuan, later ones may cost more due to inflation + minor upgrades. A H/PJ-12, or Type 730 CIWS, costs 110 million yuan. The H/PJ-11, or Type 1130 would cost even more. A Type 071, if equipped with H/PJ-12 or H/PJ-11, would need two of them, which means the CIWS cost would constitute more than 20% of the total cost. That's a cost ratio that the PLAN deems unacceptably high for a non-combatant.

If a war is imminent then so be it, mount the expensive ones; cost won't be a limiting factor. It won't take long anyway - literally plug and play. But during peacetime, the PLAN cannot justify using its limited budget to outfit non-combatants with premium CIWS.

That presupposes that those weapons will be built and be available in time before trouble breaks out.

Funds that can be used to equip premium CIWS today are being devoted to building ships. Essentially, the PLAN has two choices:

1. Risk not having enough ships when a war breaks out
or
2. Risk not having premium CIWS on non-combatants when a war breaks out

Of those two options, which one do you think takes longer to rectify?

CIWS takes, at most, a few months to build. More likely a few weeks when war production kicks in. A ship takes years to build, shortened to, at most, 1 year under war production conditions. To ensure shortest amount of time needed to reach maximum readiness in a war, it's better to do the time-consuming tasks during peacetime, which is building ships instead of equipping expensive CIWS.

It might be a matter of industrial policy. The old model CIWS is available. The new type is being produced at a constant rate that doesn't quite mesh with the rate of ship positions for these CIWS. So the destroyers get the new weapons and some other ships have to wait until sufficient of the new weapons are available and have a maintenance opportunity. A constant rate is cheaper than a varying rate.
