The new 2000 ton cutter is being built right next to the last Type 054A and the 44th Type 056, based on previous pictures. The unpainted hull is likely the cutter as the Type 054A and the Type 056 were both already painted. I believe that the 054B would be next in this very same facility once the finished ships are launched and cleared out of the dock.

I like to pay attention to the facet styling of this ship's superstructure, I believe this to be similar to the "Type 057" frigate concept and might appear on the Type 054B.
The 28th Type 054A gets the pennant 500, and the name Xianning. There is another ship next to the Xianning, and I believe its a new coast guard cutter though not the new class one. The cutter next to the Type 054A seems based on the 054A itself.

054A does, but it's at the base of the mast, partially obscured on the frontal aspect by the large mineral-me radome
