Nothing is stopping the Navy from upgrading the 054As to 054A+ standard, but upgrading from 730 to 1130 probably is not worth the dock time.

In the end, it is only CIWS, and the difference in capability between Type 730 and Type 1130 is relatively minor when looking at the broader scheme of capability that 054A can be potentially upgraded with.
If anything I'd rather all the first 16 054As get upgraded with the 054A+'s VDS, which is a far more important subsystem to have rather than replacing a seven barrel ciws with an eleven barrel ciws.

But remember, all the 054As are still relatively new, it'll probably be a decade at least until the first 054A goes in for a MLU, and they will probably use whatever systems are available and modern in that time to upgrade them in a cost effective way.

This isn't a Navy vessel, but it's a Type 054A hull (or so says the source), therefore I believe this thread is the most suitable place for it.

That's a nice looking coast guard ship. I wonder what they will do with all the extra space on that ship. Since all the weapons are removed and the crew will be likely smaller than the original 165 there will be a lot of extra space.
