It could be done out at sea along side the wharf. As demonstrated by CV LIAONING.
Actually, if you are along side a pier/wharf you are in port and not out to sea. My point was, and the Liaoning is a good point of this, that when the vessels are back in port and are at the pier, then they will do it.

By now, I bet they probably have it all scheduled out for the various vessels too.

So now the question is, will we see a 19th unit? If we do the run will then likely go to 20 units of even 22 units, if it stops then we could see a Type 054B emerge this year, or it could simply be the the units 17 and 18 are in fact the new Type 054B

Likely, once VLS is installed we'll be able the tell. 054B at the very least will have the new common VLS system. Thus allowing the same type of missiles to be used across the fleet, thus allowing sharing of targeting and guidance information. It will also simplifies logistics and piggy ride of developments aimed at more expensive platforms like 052D or the future 055. I would be surprised if 054A to 054B transition is similar to 052C to 052D transition.
