Does China know how to innovate and design pump jet propulsion? Those 7 blades design are outdated.
Even the Russia field its first design in its Borei Class. Russians didn't have that design in Soviet days so people can't use that as excuses. Russian's adoption curve is faster than the Chinese.

China seems like always couple steps behind even the Russians.

Wait, are you saying that the German U212 or Japanese the Soryuu classes are outdated? Also see the Lada-class.

Pump-jet propulsion systems are too heavy and large for diesel-electric submarines. They do have other ways to compensate for it.

All of China's fifty plus type 022 missile boats are pump jet propulsion.

However, a shroud around the propeller is not necessarily the most important determinant of acoustic performance.
