I think Scarborough Shoal is sufficiently isolated and far away from all of China's current SCS holdings, that it may still not be feasible or easily defended to begin any island reclamation.

Also, by not building up Scarborough, it may act as a deterrent against any funny ideas from the Philippines, lest they really poked China into building it up.

but surely building a air base on Scarborough would ensure a triangle of coverage

very strategic and very ideal for China

basically they would not have to commit a carrier strike group to South China sea during hostilities essentially freeing up a battle group to deploy elsewhere

this is like Chinas 3rd aircraft carrier only it can't be sunk

Won't be so sure about that.. It will easily become target practice for the US marines since it doesn't have enough capacity to shore up any considerable defence. Its ok in terms of projection and adding another base to divide the workload, but at time of being attacked it won't have any chance ..

Like @Shaolian said, it is as a deterrent against future Philippine president, as long as the president is positive or neutral of China, I don't think China would build anything on Scarborough. BUT if the president like the previous president, I have no doubt China would instantly build something big on the Scarborough and this time would be much better (better equipment, more experience and better technique). China has already built one of the the biggest dredger ship

While under attack , the scarborough shoal in and of itself can't really do anything. The attacker can use long range shelling and gps guided munitions to take out installations as they are static, they can't move, however an attacker will have all freedom to navigate and surround the single shoal.. In what ways do you hope a single point in ocean without other help from some surrounding structure hold up against an enemy that is highly maneuverable, larger in number and dispersement and knows your exact pinpoint location..
