PLAN is much to small yet to talk about a "Big Navy Policy". One can consider this matter when the number of flattops and nuclear submarines approaches that of USN and that is some twenty years away, if it ever happens.

I don't think China want to compete with USN in regard to the number of ships or subs, and honestly China doesn't need to do that. As long as China can dominate in Western Pacific (perhaps together with the USN) and can sail around the globe confidently ... I think PLAN would be happy enough

IIRC "Big Navy Policy" is a concept from before WWI in the competition between RN and the German Imperial navy. We are not near a similar situation.

Bringing in an existing previous policy as comparison would've inevitably caused people to make comparisons, and it was a valid question for you to ask unironically as well.

Anyway, I think my post on the previous page sums the likely situation up. I.e.: the Chinese Navy is undergoing both qualitative modernization and quantitative expansion, and they are building and commissioning new ships faster than old ships are having to be retired (relative to their normal expected retirement age) which is almost certainly part of deliberate policy.

PLAN started out very small in the late 80's and even 90's. Keep in mind that the PLA was primarily a land force before late 90's and 2000's. The PLAN is still in its expansion phase. So majority of their ships are still quite new. No need to decommission something that is still new.

Just because we don't hear about them doesn't mean they don't happen.

Even in the mid to late 90s, the bulk of the PLAN fleet were made up of light frigates like the Jiangweis, and sub chasers/missile boats.

The bulk of those ships have already been decommissioned or transferred to civilian agencies and being replaced by the PLAN's new heavier ships.

The PLAN has also retired most of its old Luda 051 DDGs, and the remaining few should follow in the years ahead.

So old ships are being decommissioned and retired fairly regularly, its just that since Chinese military watching is largely reliant on local enthusiasts reporting, we are often at the mercy of the tastes and whims of those same enthusiasts.

They tend to like the newer, cooler, high profile stuff, so focus mostly on new builds and developments, with few people really bothered enough to take note of less interesting things like decommissioning or even older active types.

I honestly cannot see what angle you are trying to work with this line of questioning. Are you hinting at some secret conspiracy where the PLAN is assembling a secret fleet somewhere comprising of hopelessly outdated and ages ships that really should be retired? For what purpose?
