Just in case you don't speack Chinese and are asking an honest question. The translation (likely by a machine) got 苏支前海军副司令 into Former deputy commander of the Soviet Union.

It shoud really be "Su Zhiqian, deputy commander of PLAN" instead. The machine somehow relates the person's name 苏支前 with the former Soviet Union. I believe this is what vesicles was laughing at.

Wikipedia has an entry for 苏:

To answer your question, no I cant read or speak Chinese.I just glanced at the translation quickly and did not pickup the mistake.

However I think the wrong translation is rather funny.
