No.

The trucks displaying the static models are just that, trucks displaying static models.
HQ-9, HQ-16, YJ-83 and other missiles are also carried by those trucks for parade display purposes -- but obviously none of them are actually launched from the trucks themselves.

In other words, those are display trucks to show off the missiles, the trucks are not part of the launch system and it's incorrect to believe that parading missiles on a display truck for a parade is equal to having a ground launch system for a missile. there were similar trucks for the 2009 parade to show off various missiles, and other nations also have dedicated display trucks.


But yes, those missiles are YJ-12s. Their appearance at the parade means we can take away a few things; that YJ-12 is no longer considered a highly secretive weapon, and also that it likely has been in service for a while now given the military often doesn't show very new systems to the public during parades.
