Maybe an airship hangar.

Perhaps but why the need for such a pretty wide and long runway? Airships doesn't take off like an airplane. Even the Goodyear blimp hangar base doesn't have one as for comparison sake.o_O

Hybrid Airships like the HAV 304 do gain some advantage with a bit of speed at liftoff. Not to mention those types have been evaluated for military use.

Judging by the shape of the structure and the openings, that first photo doesn't seem to be the same hanger shown in the satellite photo. The second photo looks much more like it, same for the links you provided.

The vehicle is literally called 'Omni-directional Munitions Loader'. It's basically a remotely operated, self-propelled cart for getting missiles and bombs loaded onto wing pylons or perhaps into internal bays. The Mecanum wheels likely makes alignment much simpler than what's possible with traditional pushcart type loaders. Looks more like a prototype or proof-of-concept at this point, perhaps looking to attract official interest.

It can move directly sideways /laterally due to the mecanum wheels to align under the J-15 pylons. It could potentially reduce manpower required to 3 or 4. Lesser manpower means lesser bunks, meals, toilets needed and less confusion, more efficient use of space on board.

A small part on the huge aircraft carrier but potentially a big practical impact.

Our own Popeye, who has spent 17-18 years on USN carriers, has said that the missile loading is much more efficient when it is done with manpower.

We cannot dismiss how much automation had improved over the past years, seriously we got drones dropping packages on que at predesignated spots without missing a beat. This is off course not to disparage Popeye's past experiances on carriers, and we are still some ways away from actually getting package depot drones to work onboard flat tops. But it is still worth mentioning that what is true in the past does not necessarily hold water today.
