Spent cartridges do get recycled but not refilled. They go back to the recycling center after cleaning to make sure no residual gun powder are left.

Yep! thats why most gun ranges (at least those in Texas) only accept copper cartridges. they can make some serious bucks recycling those cartridges. I usually buy my bullets at my local Wal-Mart / Academy, which are so much cheaper than those sold at the gun ranges.

Looks like just another AR-clone/M4gery. There is no way to tell exactly which manufacturer without a much higher-detail photo.

I fount it tracked back to the twitter account of OedoSoldier with a tag stating that they couldn't read the label. It was grouped with what looked like a Saiga 12 clone.
Now the details. first the PRC is known to have cloned the M16 series weapons, but then again like the AK, You can find AR clones built in most industrial nations. given that this has a telescopic stock the obvious Chinese base would be the CQ 5.56mm Type A/ CS/LR2 a clone of the M4 carbine except this is not a stock model this unit seems heavily modified. . It's consered better then the US GI model in that the stock Chinese Clone sports in that it offers a better cheek weld and better position lock. It's called the SOCOM as the SOPMOD kit is supposed to have this stock as a standard however elite and experienced operators often have there own preference.
The Pistol grip is also not the Chinese made stock either It's the CAA UPG16 pistol grip from command arms I think the same maker for the front and rear sight.
The Rail system looks like An MLOK setup. The slots on the side would accept and mount the accessories well a scope would be attached to a M1913 rail at the 12 O'clock. I think it's a

The really interesting bit it the suppressor, Although I can't I d that....
"Wait TE what Supressor?" I hear you say. Well it's there you can see it just poking out from under the rail system. That's right It's Integrally Suppressed, that means that the barrel has to be a very short one probably 7-8 inches. The suppressor then takes up the rest of the space in the rail. The Advantage being that It looks cool... And The space between the hand guard and suppressor can allows the suppressor to be used and heat up well the shooter has full range of operation and grasp of the weapon. Being an integrally suppressed weapon also means that this may not be a weapon intended for 5.56x45mm but rather .300 Blackout (7.62x35mm), A round that has been getting a lot of interest from Special operations and Special law enforcement elements as It uses any 5.56x45mm STANAG spec Magazine and Carbine well producing 7.62x39mm comparable ballistic performance and more critically When subsonic with a suppressor it produces sound reduction equal or superior to the Considered "Gold standard" Of suppressed western arms the Mp5SD well still exhibiting penetration and range of a Assault rifle package.
That however is simply my conjecture

Unfortunately for ID purposes, an AR platform has so many mods/choices for components that there is just no way to nail down a specific model by looking at stock, grip, and handguard configurations since these are all interchangeable. The only way to definitively ID a model is to have a close look at the details of the upper and lower receiver.

The concept looks remarkably similar to Colt Canada's upgrade proposal.

Note that's proposed as general issue, not special purpose rifle. In that role, a subsonic round such as .300 BO would be inappropriate. regular 5.56mm with suppressor still gives you reduced recoil and flash, not insignificant benefits especially for short barrel carbines.

The Concept features a power Rail and smart optic with a battery pack in the stock. This is aimed for weight reduction and operational improvement.
Suppressors have the downside of Increased Fouling and heating of the bolt and functional parts reducing the life of the weapon and Increasing need of cleaning and maintenance.

although a possibility closer to the end of the decade, not any time soon. Colt Canada is building the concept but today they only have less then a dozen units and no contracts. trying to compare this to the weapon displayed at the expo is like comparing a C160 to a A400M

This weapon May externally resemble the Colt Canada system but what the MMR ser up brings to the party is Cutting edge, Digital integration likely to show in the early 2020's.
What was shown at the expo was just a customized off the shelf build.
