Or should I ask does the Chinese (military or police) have hollow point or expanding ammo?

Well Kinda Sorta.... It depends on conflict and intention. The of 1899, Declaration III prohibits the use of expanding bullets in international warfare. meaning nation on nation it's a no no. and there are some later treaties that make non international use a no no but at the time of the incident because the issue was internal there was nothing to stop there use.
also there is a loophole because of ballistics.the convention was written to prevent weapons that intentionally cause a massive injury as opposed to just normal trama, very-low-drag bullets have some of the characteristics of expanding bullets including a open tip like the Us M852 7.62x51mm round and the The Soviet original military issue 7N6 5.45x39mm round, these round live in the loop hole as they were designed for ballistic efficiency in flight. The critical factor being if the round deforms or fragments in the victim.
It is okay to ask what types of ammunition the Chinese Military or security forces use and discuss it.
But, if you are doing so in order to push for or make political/ideological protests or points...no matter how valid they may or may not be...SD is not a place for that.

But just wondering if their Chinese internal security apparatus does possess expanding ammo, does anybody have a picture of them. Because of all the Chinese-made ammo I have seen, they are either steel core or lead core FMJ. I have also seen Chinese-made plastic ammo.
With all the photo that I have seen with Chinese small arms, I notice that a lot of the weapons are not equipped with a rail system, why is that? Even Norinco sales of NAR-10 (type-81 chambered 7.62 NATO) have rails. I am wondering, why hasn't PLA request to have permanent rail, as a standard, for their weapon. I know that Type-03 has a small rail for optics, but why not a full rail system?

There's a difference between meeting the demand for export market, and getting through those dinosaurs that is the PLA procurement department....the wholesome and goodness of modular accessories systems still not yet reach enough of the PLA brasses I reckon.
Besides, China still can't produce those scopes and aiming devices in the same quality (up to and including sub-MOA performance factor) as you'd find in the US. Of course, like during the border wars with Vietnam, the PLA procurement department can whip the manufacturers to make whatever that meet the frontline's demands, but PLA has not fought in any real wars for so long, so they lack the motivations...
