What kind of riot were they expecting? The rise of Bane?

The Chinese actually reads "武警" so that level of armament is fairly appropriate as it is for the PAP. In the parade last year, those were PAP vehicles. This would be used for terrorism/insurgency level action.

Obviously it isn't for regular police, considering how lightly armed or even unarmed regular Chinese police are.

The Chinese characters says "Military Police" so it most likely refers to the PAP. The PAP by all accounts is more akin to a light infantry force/gendarmerie than a regular law enforcement. Doctrinally it is also expected to assist the PLA in wartime as well.

PAP is armed with this weapon system. Remember the 2017 military parade at Zhurihe commemorating PLA's 90th birthday? PAP's falcon commandos were shown with it mounted on a vehicle.

Based on CCTV reports on PAP, they have decided to increase firepower to enable a decisive first strike against terror cells. It is a direct response to the escalated threats from overseas groups like ISIS and other insurgent groups. This system is a step in that direction. Instead of putting personnel in higher risk, bullet saturation from armored vehicles can do the job from the outside.

Also note the posters in the back. It seems that not only is this in service, but we've seen it before at the 2017 Zhurihe parade/exercise.
